Technical Manager, Burkina Faso

Technical Manager, Burkina Faso
We are seeking a Technical Manager for the 5-year Bill and Melinda Gates Foundation-Funded Soutenir l’Exploitation Famaliales pour Lancer l’Elevage des Volailles et Valoriser l’Economie Rurale (SE LEVER) or Women’s Poultry Program to Improve Income and Nutrition project. SE LEVER will be implemented in the Centre-Ouest and Boucle de Mouhoun regions of Burkina Faso.
The project aims to improve the nutritional status of women and children in Burkina Faso by increasing poultry production. SE LEVER will work to facilitate systemic change in the poultry sector that will allow poultry households to access key services that lower poultry mortality current rates of approximately 80% to a tipping point that allows for multiplying flock growth, increasing incomes and improve nutritional outcomes at the household level. The project will use an integrated approach combining economic strengthening, women’s empowerment, and nutritional behavioral change. SE LEVER will target interventions towards women, while also engaging men, to improve women’s position in the household and ownership over this income.
SE LEVER intends to generate the following outcomes: (1) improve women and children’s nutrition; (2) increase incomes by 25%; and (3) empower women’s decision making in society, the economy, and the household.
The Technical Manager will provide technical leadership in the integration of nutrition into the poultry management practices and women’s empowerment activities of the project.
RESPONSIBILITIES:
  • Provide technical leadership of the project. Lead the design of project approach, ensuring integration of four core project components. Oversee development of technical project materials including tools, training materials, and monitoring and evaluation protocols.
  • Develop the annual project workplan, ensuring phasing and sequencing of activities to maximize effectiveness and synergies of project activities.
  • Write project reports and other deliverables required by the donor in a quality manner, and on a timely basis.
  • Identify opportunities for synergies with GoBF as well as other donor-funded and privately funded initiatives that promote the systemic development of the poultry sector. Develop and maintain strong partnerships with cooperatives, partners, collaborators, rural finance institutions and other associated value chain actors.
  • Oversee the annual performance evaluation process for employees under direct supervision.
· Ensure that all staff are oriented in ASI’s commitment to gender equity and that gender equity and empowerment is promoted in SE LEVER’s work, with the support of HQ-based Global Gender Advisor and the SE LEVER Gender Component Lead.
· Oversee the development of the monitoring, evaluation and knowledge management system by the Regional Monitoring and Evaluation Officers in conjunction with Component Leads. Review data analysis and develop communications protocols for internal project learning as well as for sharing findings with external audiences.
QUALIFICATION REQUIREMENTS:
  • Degree in international development, nutrition or other relevant field.
  • Minimum of 8 years of progressive work experience, preferably in the areas of nutrition-sensitive agriculture, behavior change communications and women’s empowerment.
  • Demonstrated success working with local implementing partners integrating nutrition into agriculture interventions.
  • Demonstrated experience designing innovative and facilitative approaches for intervention.
  • Excellent communication and reporting skills.
  • Fluency in English and French required.
  • Experience working in Burkina Faso or region highly preferred.
