EMERGENCY Food Security and vulnerable LIVELIHOODS (EFSVL), Level 2
WEST AFRICA
REPORTS TO: Regional Humanitarian Coordinator
****DEPARTMENT:****Regional Program Department (line), Humanitarian Response Department
FIXE TERM: One (1) year (possibility of extension)
****LOCATION:**** West Africa Regional Office (WARO) - Dakar, Senegal
PURPOSE OF POSITION:To provide management oversight to Oxfam Food Security and Livelihoodsprogramming in WARO. The EFSL Officer will be in charge of related portfolio of activities and initiatives, with a particular focus on Senegal, The Gambia and Guinea Bissau.

Role, Responsibilities and Accountabilities

· Provides operational and strategic leadership of Oxfam’s EFSVL program.
· Accountable to the Regional Humanitarian Program Coordinator and Humanitarian Response Department for the delivery, effective management and monitoring, evaluation and learning of the EFSVL program.
· Designs, plans and leads the EFSVL needs assessment, including assessment and analysis of markets, as part of a multi-sector program assessment. Plans and designs EFSVL programs and response strategies.
· Implements programs in Oxfam’s core thematic areas of EFSVL: cash transfer programs, agriculture (crops and livestock), and food aid. .
· Incorporates gender and diversity issues consistently across the EFSVL program.
· Develops log frames and robust MEAL systems for EFSVL programs with clear indicators of success.
· Contributes to and articulates policy and strategy, incorporating broader organizational policy/advocacy issues into program design and planning.
· Represents Oxfam in both affiliate and international technical Working Groups or other Forums relevant to Food security and Livelihoods
· On HR, analyzes resourcing needs of Oxfam and partners, developing staff structure and contributing to rapid decisions on resource allocations in a context of limited resources.
· On Finance, develops the overall EFSVL program budget in line with assessment findings. Advises on partner budget management of EFSVL program.
· Manages EFSVL partner relationships.
· Plans and designs recovery food security and livelihoods activities that build resilience and are linked with long-term development.
· Holds the internal EFSVL coordination influencing and leading the delivery of EFSVL strategy at international and organizational level.

QUALIFICATIONS

  • A minimum of first degree in development studies, economics, economics, agriculture or related discipline is required. A master’s degree preferred.
  • Minimum of 5 years field experience in a similar position in development and/or humanitarian programs in developing nations, preferably with non-governmental organizations;
  • Fluency in French is required. Working knowledge of English is desirable.
