OVERVIEW OF THE POSITION
Our client’s Physical Infrastructure Unit Office (PIU) intends to implement road rehabilitation of the Garowe City – Airport Road in Garowe Puntland Somalia. Our client is a core and integral part of the Physical Infrastructure Practice and is self-financing centralized design office located in Nairobi, Kenya, able to serve other humanitarian agencies. PIU operates with the UN framework and provides specialized technical services in the physical infranstructure design for the post conflict, post disaster and the under developed / developing worlds. PIU offers services that are complimentary to the front end of any physical infrastructure project including, feasibility studies, construction, assessment, developing standard systems and manuals for infrastructure development with the local government counterpart, detailed construction design and documentation with BOQs and specification. PIU will pay a key / leadership role to carry out relevant technical research work in the Sector.
GENERAL FUNCTIONS
Purpose and Scope of Assignment
· The scope of the project works include:
o Repair of potholes, broken road edges and other failed pavement layers using compacted natural gravel
o Repair of road embankment fills using compacted natural gravel
o Repair of broker drainage structures
o Construction of new concrete pipe culverts
o Application of single and double seal surface dressings
o Application of road markings
o Other minor works
· Under the overall guidance of the PIU Manager and the direct supervision of the PIU Construction Supervisor, the Field Engineer will give his technical expertise as required to supervise and manage the construction works for the project and that he has been assigned to and to make sure the works are being implemented as per the laid down contract terms and conditions.
· Specifically the incumbent will be responsible for the following substantive tasks; this list is not representative of all the duties required but indicates typical duties and responsibilities:
o Supervise the construction of all the works on site as referenced in the conditions of contract and maintains the necessary and appropriate means in monitoring progress of works according to contract schedule, specifications and project plans.
o Check our quality of the works (earthworks, pavement layer, concrete, drainage, etc) and ensure that the work is executed as per the technical specification and construction drawings
o Supervising the Contractor on formwork, reinforcement fixing and concrete casting works and advising them promptly
o Controlling quality materials received on site (concrete, aggregates, cement, reinforcement bars, etc) and reporting to the Construction Supervisor
o Observing the safety of worker at construction site and informing the Contractor to provide any safety devices as per the Contract
o Observing and recording of daily weather data
o Confirming any variation of the drawings to fit the site situation and reporting the matter to the Construction Supervisor
o Liaise with Construction Supervisor on any of the approval submissions and results
o Arrange for measurement of works and agree records with the Contractor
o Provide feedback of any details from site for incorporation into as-built records
o Carry out minimal designs on site and seeking approval from the Construction Supervisor before implementation at site.
o Any other duties assigned from time to time by the construction supervisor
o Actively engage in knowledge sharing and also improve one’s professional skills.
Monitoring and Progress Controls
· Ensure the construction works are being carried out within the stipulated time, cost and quality standards
· Prepare appropriate reports as required
· Ensure team effort is provided for Client submission for timely delivery and within allocate budget
Final Product
· Accurate implementation of the site works is to be a good quality by observing all appropriate / relevant standards and UN guidelines if relevant.
ESSENTIAL EXPERIENCE
Education
· Bachelor Degree in Civil Engineer from a reputable learning institution
Work Experience
· At least 3-5 years of relevant experience
· Previous experience in developing countries and knowledge in the country context related field
· Candidates with experience working with the UN or other humanitarian / Development agencies will be well regarded
· Candidates with experience working on international / local projects in conflict / disaster prone areas will be preferred.
· Experience in contracting and/or consulting environment is also an advantage
· Good managerial capabilities
