PROGRAM SUMMARY:
IMC has been operational in Cameroon since 2008 focusing on Health, Nutrition and WASH service delivery
The Adamawa Program Coordinator is responsible for technical guidance, training and ongoing supportive supervision to field program staff to enhance effective program implementation, s/he will also be responsible of the coordination of the Emergency Response Program in Adamawa Cameroon.
ESSENTIAL DUTIES & RESPONSBILITIES:
Program Management:
• Provide technical guidance, training and ongoing supportive supervision to field program staff to enhance effective program implementation
• Conduct needs assessment for project implementation according to the donor agreements
• Ensure all activities are conducted timely, cost and quality effective
• Prepare monthly technical reports to the Country Director and provide technical input into quarterly, semiannual and annual reports according to donor requirements and IMC procedures
• Prepare annual and quarterly work plan and budget that identify key objectives, responsible staff, deliverables and potential roadblocks
Health and Emergency Program Coordination:
• Ensure international (WHO/SPHERE) and national standards are met while delivering health services
• Provide technical input for health data analysis, interpretation and reporting as well as management of common causes of morbidity and mortality
• Ensure IMC compliance with Cameroon MoPH Basic Package of Health services and protocols for curative, MCH, EPI, HIV/AIDS, health education, disease and nutrition surveillance
• Ensure that PHC, MCH and HIV/AIDS service statistics and all the required reports are properly collected from each health facility and submitted for report compilation by Technical Coordinator.
• Supervising the required equipment, drugs, medical supplies and furniture needs.
• Responsible for training of health care staff including community health workers, VHCs , maternal and child health care workers and other staff on reproductive health and family planning
• Oversee the Medical Emergency Team activities in the refugee Camps, at the District hospital of Djohong as well as the main transit villages of new CAR refugees. Provide technical advice and support to project staff especially the Emergency Physician/Surgeon, the Deputy Medical Coordinator and the Health officer to ensure programming objectives are successfully achieved.
• Improve the Health Information and M&E system in compliance with the Emergency
• Establish an epidemic surveillance system in accordance of MOH, WHO and UNHCR protocols in refugee camps,
• While implementing the Emergency Response Program, monitor any demographic change in both refugee Camps and transit villages and make sure gaps are reported timely.
• Monitor the management of drugs and make sure beneficiaries are contently provided in essential drugs
Human Resources:
• Oversee the recruitment and selection of qualified program field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors
• Collaborate with Logistics Manager /CD to maintain security of staff in the field locations
• Make frequent site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to field staff
• Maintain open lines of communications with all field staff
Training/ Capacity Building:
• Determine training needs for the field staff
• Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
• Advocate and plan for professional development for national staff
Working Relationships:
• Maintain frequent communication with Country Director to ensure program activities and objectives are communicated
• Work with Technical Coordinator Finance Director, Logistics Coordinators to ensure the coordination of IMC programs
• Attend coordination meetings which are relevant to country program activities
• Represent IMC at task force meetings, assessment missions, coordination meetings, UN coordination meetings, INGO coordination meetings
• Interface with Regional MOPH, DMO and relevant agencies to ensure mutual understanding of programs and maximize resource distribution and allocation of available funds
Representation:
Serve as a liaison with UNHCR on matters related to the program to ensure programmatic accountability to donors
• Participate in monthly UNHCR Coordination meetings and communicate relevant information to the CD, SMT and field staff
• Work with key donor staff to develop and maintain optimum programmatic relationship
• Ensure maximum visibility of the agency amongst the NGO community
• Facilitate the production of technical reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of IMC’s mandate, ethics, values and stand-point with regard to other actors
Security:
• Responsible for ensuring that Incident Report Forms are completed and submitted to HQ Security in a timely manner (within 12 hours)
• Ensure application and compliance of security protocols and policies
• In cooperation with the Security Coordinator, monitor the security situation and inform the Country Director through weekly security reports
Collaborate with local agencies to aid with security management Skills & Requirements: • Academic Medical Degree and MPH with public health background/experience
• Nutrition training and field experience in Community-based Management of Acute Malnutrition
• Skilled in management , supervision and organization
• Very good program report writing skills as well as analytical capacities
• Excellent representation and coordination skills with MOH, Health Cluster Coordination and other stakeholder
• Strong experience in organizing and conducting training and capacity building
• Basic computer skills (Microsoft Office, Email, EXCEL)
• Previous working experience in emergency set-up with at least five year experience in an international organization as health program manager
• Energetic, independent and motivated to work in resource limited and harsh environment
• Not easily disheartened by frustration and delays
• Strong teamwork skills in a multi-cultural setting
• Working knowledge of English and French is a must
• Language Skills:
• Ability to read, writes, analyze and interpret, technical and non-technical in the English and French language.
