Context:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Operations and in coordination with the Heads of Sub Offices (HSO) and other relevant programme managers/coordinators, the successful candidate will be responsible for the implementation of the Population Tracking and Monitoring of Internally Displaced Persons (IDPs) and Returnees, and other data management projects in South Sudan.
Core Functions / Responsibilities:
- Manage the Displacement Tracking & Monitoring Programme (DTM Programme), including Camp Coordination and Camp Management (CCCM) and related Displacement Tracking Matrix (DTM) of IDPs as well as IOM en-route data collection activities.
- Supervise and manage the roll-out of Biometric registration activities and the development of a country wide registration strategy.
- Establish and supervise large-scale field assessment with multi-layered data collection techniques to gather timely information about stranded population, returnees and IDPs movements, and any other source of data required.
- Produce activity reports on behalf of the Displacement Tracking and Monitoring Programme to be shared with various audiences. Review the statistical reports, IDP displacement, return planning maps and tools to contribute to reports.
- Develop, manage, implement, fund-raise for and report on projects in the area of Displacement Tracking Matrix, Village Assessment Survey Project, Biometric Registration and any other related programmes.
- Regularly monitor, propose, and implement all necessary modifications in compliance of the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security.
- Manage DTM Programme staff, prepare and organize training for enumerators and field staff on project activities on a regular basis.
- Supervise Information Management operational aspects including the Database and the Geographical Information System (GIS) sections. Supervise the correlation of data collected to facilitate the mapping and analysis of these data for all the projects in South Sudan.
- Implement information dissemination tools and operational frameworks for data collection and sharing among the different stakeholders in South Sudan.
- Represent IOM at meetings and events where these programmes are being discussed.
- Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
- Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in humanitarian emergencies;
- Experience in the development and implementation of the Displacement Tracking Matrix (DTM) or similar information management systems;
- Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
- Significant CCCM experience;
- Working experience in the region an advantage.
Languages
Fluency in English is required. Working knowledge of Arabic an advantage.
