1. PURPOSE OF THE POST:
Under the close supervision of the Operations Officer, assists in all Human Resource management and administrative services/Travel of the office.
- MAJOR DUTIES AND RESPONSIBILITIES
Human Resources
· Carries out the recruitment process of national professional officers, general service, temporary staff and consultants according to UN/UNICEF rules, regulations, procedures and policies.
· Performs in Vision the processing of HR-related transaction.
· Advises and informs Management and all staff on the correct application and interpretation of UN/UNICEF personnel rules, regulations, procedures and policies.
· Participates and acts as a resource to staff/management bodies.
· Monitors potential staff relations or personnel problem areas, and keeps the Representative/Operations Officer informed of situations and recommends courses of action. Prepares performance management indicators in the area of HR management and submit them to CMT review.
· Monitor and update leave records of the international and national staff, including home leave, education grant entitlements.
· Participates in the identification of training needs, preparation of training proposals, arrangements for implementation and evaluations of impact on staff/office performance.
· Contributes to the budget preparation and review process through an analysis of staffing pattern and needs of the office.
Administration & Travel
· Accountable for the correct and consistent application of policies and procedures in the assigned administrative functions.

· Establish the proposal Travel Plan for each year and calculate the tentative Travel budget for staff core.
· Reviews requests for travel, requests price quotations from travel agent, determines applicable class of travel, calculates number of days in travel status, and converts quotation to US dollars
· Upon approval, authorizes travel agent to issue tickets, or draft cables to other UNICEF offices authorizing issuance of tickets and daily subsistence allowances.
· Performs any other duties and responsibilities assigned as required
3. QUALIFICATIONS, SKILLS AND ATTRIBUTES
• Completion of secondary education supplemented by recognized qualification in administration and human resource management/or university degree in Business Administration, Social Science or Psychology (complemented with two years of work experience in the personnel administration field).
• Seven years of progressively responsible work in personnel administration. Or two years of professional work experience in the field of HR or personnel administration (including a university degree on business administration or psychology).
• Work experience in an international organization is desirable
• Fluency in English and another UN language is required. Knowledge of the local working language of the duty station is an asset.
