Finance and Administration Director - Tanzania

IMA is currently seeking candidates for a program to support interventions designed to reduce the prevalence of stunting among children under the age of five. The anticipated DFID-funded five year project in Tanzania will support the Ministry of Health (MOH) in five regions and will specifically aim to 1) support interventions to build knowledge, change attitudes, strengthen practice and expand services in order to prevent low birth weight and stunting 2) retrain facility and community resource persons to ensure community engagement 3) deliver overall nutrition components 4) build capacity for planning, programming, budgeting and financial management to sustainably address stunting. The position will develop and oversee the implementation of policies, procedures and systems for administration and financial support services and human resource management. The Finance and Administration Director will ensure that the project's support interventions are in compliance with national and international standards, as well as, the financial compliance standards of DFID. This position will report directly to the Project Leader.
Duties:
  • Provide leadership support for the successful implementation of and adherence to the IMA World Health Global HR Operating Policies and Procedures
  • Manage all relevant finance and administrative activities on a daily basis
  • Generate, provide and analyze monthly management reports
  • Prepare donor financial reports and coordinate with the Project Leader to submit donor-related reports in a timely manner
  • Advise implementing partners on financial accounting, reporting, procurement, and other compliance practices associated with the program
  • Oversee contractual relationships and performance of external service providers in relevant areas
  • Oversee external financial commitments including procurement contracts and lease agreements for office, warehouses, etc.
  • Institute staff development plans for training and capacity development
  • Ensure project expenses are reasonable, cost-effective, and comply with DFID standards and protocols.
  • Manage financial staff for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to DFID
  • Other relevant tasks as assigned
The position requires a competent and experienced person with the following attributes:
  • Postgraduate degree in business administration, finance, or relevant technical field
  • At least five years of financial management or similar experience in other donor-funded projects; previous work experience with DFID-funded projects preferred
  • Experience working on fund/g rants management programs
  • Strong background in HR management and administration
  • Strong background in financial management, budget development and analysis
  • Fluency in English
  • Regional experience and experience in the Tanzania context is strongly preferred
  • Ability to travel within the country, region, and internationally as needed
