1. BACKGROUND AND CONTEXT
The Senior Construction Assistant will work closely with the Education Specialist, the field supervisor/team and the UNICEF education and construction team to provide technical expertise in sensitizing, assessing, designing, implementing and monitoring UNICEF’s Educational Reconstruction Program and the Educational Infrastructure Emergency Response. The Assistant will work closely with local education government authorities (DREN, CISCOs), other NGOs and agencies involved in the sector to strengthen coordination in assessments, planning, and implementation and monitoring of UNICEF’s Educational Reconstruction Program and the Educational Infrastructure Emergency Response situation at the DREN and CISCO levels. More specifically, with guidance and support from their field supervisor and the Construction staff, she/he will:
Ensure effective coordination and sensitization of UNICEF’s Educational Reconstruction Program and UNICEF supported Educational Infrastructure Emergency Response programs together with implementing partners, local authorities and communities.
Establish positive working relationships with local education authorities and partner agencies to facilitate smooth implementation of planned activities.
2. JUSTIFICATION
The activities of the Construction unit cover the target regions of the Education Section. The expertise of technicians in construction and the supervision conducted by the Construction team is necessary, despite the presence of engineering service providers for the control and supervision of the work, and the ATRs in these regions.
Moreover, given the imminent launch of the request for quotation for the second round of the 2014 construction project that would require supervision with raids in the field, especially during the implementation and launch of work, overload spots of two staffs available in the unit would be felt.
3. OBJECTIVES
  • Undertake program visits to implementing partners and program sites to monitor and evaluate implementation; prepare progress reports on the field monitoring of activities, identifying field-site specific constraints encountered in implementation and propose measures to address these constraints;
  • Guide and advice implementing partners regarding the strategy of setting up the work process, to respect the architectural and structural design, the choices of construction materials, the supervision of the field work and the procedures of quality control;
  • With guidance from the Education Specialist, support the implementation of national policies, guidelines and activities addressing UNICEF’s Educational Reconstruction Program and Educational Infrastructure Emergency Response
  • Ensure the implementation of a communitarian approach to UNICEF’s Educational Reconstruction Program and Educational Infrastructure Emergency Response (EPRP) activities; and provide progress reports identifying constraints and proposed measures to address them;
  • Provide technical support to partners, particularly to local construction and education focal points for the Educational Infrastructure Emergency Response, support staff identified at the district and zone levels and continue the process of reviewing and updating the existing emergency information management systems and tools for rapid assessment;
  • Develop and maintain links and collaboration with the Child Protection and WASH sectors at the regional and district levels during both the planning and response phases;
  • Ensure partners complete required documentation and reporting against planned activities.
4. METHODOLOGY AND TECHNICAL APPROACH
The consultant will support the two technicians already working in the construction unit. His work will develop in the office as well as in the field through missions for an average of 7 to 10 days per month. The period of the contract will be 2 months because the unit generally needs his technical support in regular monitoring and evaluation the progress of works by the quality control field visit to implementing partners, and in the analysis and evaluation of technical proposals, analysis of bids. These tasks show why the Consultant is required for 2 months to strengthen the team in place.
5. ACTIVITIES AND TASKS
Key Activities
  • Develop, review and follow the process and procedures of planned work, from its inception to completion;
  • Assure the best quality of file plans, architectural and structural design using logical drawing in order to provide the execution partners the latest information of the project;
  • Supervise / conduct field visits to assess the compliance to standards and the progress of works versus plan;
  • Regularly monitor the work in all the sites or, at least, in the problematic ones, and provide feedback or suggest solutions;
  • Track the status of delivery of school furniture at CISCO ;
  • Provide his support in the analysis and evaluation of technical proposals, analysis of bids
  • Collect information related to Education (number of students, GPS location of schools, number of teachers …)
  • In collaboration with providers / partners, sensitize the beneficiaries and various officials (school principal, teachers, Heads of Fokontany …) on the use / maintenance of school infrastructure (classrooms, latrines, water points, sports …)
End Product/ Deliverables
The consultancy will deliver the following outputs:
  • Monthly report about the activities achieved during the month, including a table of monitoring progress of works implemented, and table of monitoring of bidding process;
  • Mission report after each field visit, including Plan of school and their accessories adapted according of the site and the need of the project and Documentation about the specific constraints in implementation and the measures to be taken
  • At the end of the assignment, the consultant will deliver a final report
6. Management, Organization and Timeframe
Management: The consultant will work under the supervision of the Education Specialist NOC (IMIS# 63507),
The Consultant is required to observe and follow UNICEF’s code of conduct and participate in the accomplishment of the objectives of the PTA related to the Construction objectives. He/She will work closely with the technical team of the Construction Unit in place. During the missions, He/She will perform the specific tasks mentioned in the TORs and must be independent and self-sufficient. Whenever possible, he/she will provide technical support to help the construction team reach the objectives and also to identify best practices and lessons learnt. In any case, he/she is not allowed to make decisions to change or modify activities without the approval of his/her supervisor.
Organization: The funds that will support the consultant will be taken from SC110393. The Construction project for school infrastructure will be based on outcomes, i.e. the number of classrooms constructed following Child Friendly School standards and the eco-friendly construction concept.
The consultant will work within office hours from Monday to Thursday from 7:30 a.m. to 4:30 p.m. with a 30-minute break and Friday 7:30 a.m. to 1:30 p.m.
Timeframe: The mission is expected to last five months, from Mai 2014 to October 2014.
7. WORKING CONDITIONS
The consultant is expected to work independently: he/she will provide the equipment needed to ensure his/her good performance (laptop, phone, email, other supply…). However, a room for consultants is available in the office when needed.
UNICEF will support directly the transportation and DSA for local missions within Madagascar (outside of Antananarivo). The consultant will support the residual costs.
In addition, the consultant has to certify that he/she is covered by medical/health insurance including medical evacuations.
The mission entails frequent travel to districts and regions.
8. QUALIFICATIONS
  • Advanced university degree in Civil Engineering, Construction Engineering, Architecture or other relevant technical area.
  • Experience in community mobilisation and sensitization is an asset.
  • Minimum 5 years progressively responsible professional work experience at the national or international levels in educational infrastructure reconstruction program, construction and logistics planning, management, monitoring and evaluation or in a related field
  • Current knowledge of the latest developments in the construction field
  • Leadership and teamwork abilities.
  • Proven ability to conceptualize, develop, plan and manage programmes, as well as to impart knowledge and teach skills.
  • Good analytical, negotiation, communication and advocacy skills
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization
  • Willingness to travel and work under difficult conditions
  • Intermediate to advanced computer skills, including internet navigation and various office applications as AutoCAD, Microsoft Project.
