Chemonics seeks a chief of party for the anticipated West Africa Biodiversity and Climate Change (WA-BiCC) Activity, a five-year, $50 million project aiming to improve conservation and climate-resilient, low emission growth across West Africa. WA-BiCC is part of USAID's wider efforts to coordinate closely with regional West African Partners, such as ECOWAS, to advance broad-based economic growth and resilience in the region. Most activities will be in targeted geographical areas, such as the coastal zone and the inland forests, to improve governance and policy over critical natural and human systems, while others will be at broader policy/institution levels.
The chief of party will be responsible for providing leadership on the project's overall management, operations, and performance, including achievement of programmatic results and timely completion of deliverables. Responsibilities include:
- Provide technical leadership and management oversight of $50 million program aiming to increase the capacity of institutions to reduce wildlife trafficking and deforestation and degradation, and improve coastal resilience in key geographic areas
- Act as primary liaison with USAID/West Africa, key regional institutions such as ECOWAS, and all other relevant counterparts and implementing partners
- Ensure an integrated vision among different components and actors, with a focus on achieving the results defined in the contract
- Identify issues and risks related to project implementation in a timely manner, suggesting appropriate program adjustments
Qualifications:
- Demonstrated expertise and at least seven years professional experience working in development programs, with a focus on climate change and/or biodiversity
- Direct experience working in West Africa is strongly preferred
- Minimum of five years of work experience as chief of party, senior program manager, or an equivalent position managing large (at least $5 million), complex development programs, preferably within a West Africa context; experience working on regional programs strongly preferred
- Demonstrated effectiveness in strategic thinking and policy analysis and able to dialogue with host-country government and regional organizations
- Demonstrated ability to be collaborative across projects; flexible and creative
- Oral and written communication and presentations skills in French (tested FSI R3/S3) and English required
- Strong communications and interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, research institutions)
- Demonstrated expertise and experience with a human-centered and integrated approach to conservation
- A minimum of a master's degree in a relevant field with an additional seven years of experience to the required minimums above
- Demonstrated leadership, versatility, and integrity
