Projects Logistician / Administrator

JOB CONTEXT
The Ebola epidemic was confirmed in Guinea on March 2014. This is the first deadly outbreak in West Africa. This virus appeared in the forest area very close to the border with Sierra Leone and Liberia and, starting from March 2014, quickly spread to neighbouring districts in the two countries. The international response has been slow and the epidemic is still out of control today. According to estimates, 13,000 people have been affected by the epidemic since March and most of them lost their lives. It is impossible to know how many people will eventually be affected by the epidemic. Various factors contribute to the complexity of the situation: health, geography, culture, politics, economy and logistics.
The Handicap International (HI) "Mano River" programme that covers Liberia and Sierra Leone was implementing the following projects until the outbreak of the epidemic in these two countries early in the summer of 2014: Inclusive Education projects Mother and Child Health Project and Civil society support project. These projects have been stopped and their human resources assigned to the Ebola response.
The HI Ebola response focused on raising the awareness of persons with disabilities (approximately 15% of the general population) either through direct awareness or through the education of stakeholders (authorities, NGOs) to bring them to include disability issues in their campaigns. By the way, HI has decided to develop some projects: ambulance fleet management and involvement in DVFP mechanism at district level.
Given this HR set up and the magnitude of the epidemic and its consequences, in order to launch and support the mission on any new project implemented, it has been decided to recruit a Logistician Administrator for three months minimum.
JOB DESCRIPTION:
As a Logistician / Administrator, you will work under the direct supervision of the Project Manager. You will have a functional link with the Support Services Coordinator and you will work with local and administrative authorities.
You will manage the administrative and logistics aspects of the projects.
As such, your main responsibilities will be divided:
· Representation: You will participate actively to administrative and logistics coordination and information meetings.
· Administration management: For example, you will guarantee the application of all administrative, financial and budgetary procedures of the projects.
· Accountancy management: You will supervise current financial operations and their appropriate execution implementation.
· Finance management: You will ensure budgetary monitoring of projects and prepare financial documents for donors.
· Administrative assistance for national staff management: You will register the staff with several authorities and pay compulsory taxes and respect all HR management tools.
· Purchase management: You will ensure the respect of HI (and donor if required) purchase procedure. You will also identify and plan the mission’s purchases in collaboration with the rest of the team.
· Stocks management: You will provide regular inventory for the items stored within the mission.
· Vehicle management and maintenance: You will ensure the security and the follow-up of the equipment used on the mission.
· Security management: You will ensure the respect of the security guideline adopted on the mission, the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the project.
· Team management: You will support and advise your team in the implementation of their activities.
· Reporting: You will report on regular basis about all administrative and logistics activities within the mission.
CANDIDATE PROFILE
You have:
· A Bioforce Logistics / Administration diploma and / or a Master in Humanitarian Assistance
· A 3 years’ experience at administration and logistician position within international organisations
· An experience in emergency context
· Excellent skills in team management
You are:
· Able to launch a project
· Able to carry and impart the position and values of the organization
· Able to delegate and control
· Able to adapt to a socially restrictive environment and deal with stressful working conditions
· A positive, constructive and persuasive person with strong organizational and interpersonal skills.
REQUIRED LANGUAGE SKILLS: For this position, it is required to have an excellent written and spoken level in English.
JOB ENVIRONMENT
You will be based in Freetown office (with frequent travels)
· Living conditions / accommodation: There is a possibility of difficult living conditions. To reduce Ebola contamination risks, movements are restricted and gatherings are prohibited. The daily prevention measures (frequent hand washing and temperature checks...) can be quite restrictive.
· Health: There exist some health risks: meningitis, malaria, Ebola, etc. For emergency cases, expatriates can, be hospitalized in Europe.
Because of the context and security concerns, the position is unaccompanied.
EMPLOYMENT CONDITIONS
Salary: 2000 - 2400€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance
Or
Volunteer: 750 or 850 € monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
