Monitoring, Evaluation, Accountability and Learning Expert/Trainer

  1. Introduction
Oxfam is seeking an expert to provide training on MEAL (Monitoring, Evaluation, Accountability and Learning) for the regional programme “Supporting Women’s Transformative Leadership in Changing Times in Middle East and North Africa (AMAL) programme” which is based in Oxfam Lebanon Gender Justice Hub.
  1. Background
Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades. Over the past four decades it has been promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes.
This focus is complementary to other areas of Oxfam’s work on women’s rights and to the broader goal of Oxfam to contribute to a ‘world without poverty.’ Oxfam is committed to supporting women, men and children, living in poverty, to claim their rights to sustainable livelihoods, to basic social services, to life and security, to be heard, and to an identity.
AMAL is a three-year multi-country programme to be implemented jointly by Oxfam GB, Oxfam Novib, Intermon Oxfam and partners. It is aimed to promote active participation and leadership of women in the MENA region, including the poorest and most marginalised women, in local, national and regional governance structures and decision-making processes. By doing so, the programme aims to ensure that they have a say in formulation and/or their needs and priorities are reflected in socio-economic policies and practice at all levels. The programme is set to be implemented in the OPTs, Morocco, Tunisia and Yemen.
AMAL started in October 2012 and activities are underway. A baseline study was completed in each country focusing on selected indicators and a consolidated report will be available on 21 November. A MEAL system is currently being set up and programme teams have all agreed a common MEAL matrix and plan, methodologies for data collection and analysis and moments for learning, end line and evaluations.
AMAL works through partnerships with 15 organizations in the MENA with 3 to 4 partners in each county and one regional partner. Our partners are the cornerstone of our work as they are the implementers of the programme.
Purpose and Tasks
The main objective of this training is to build capacity of AMAL partners and Oxfam MEAL staff on MEAL and particularly introduce them to the AMAL MEAL matrix and the requirements as well as set target indicators with them. The following are the specific objectives:
  • To build Oxfam Office and AMAL partners capacities in MEAL, with a specific focus on the requirements of the programme
  • To induct and train the partners on data collection methodologies and use of templates.
  • To ensure a common understanding of the logframe and specify the contribution of Morocco programme to it
Indicative Approaches
Oxfam MEAL systems are tailored in order to adapt to different context and specificities. They are meant to be coherent with our rights based approach and for this reason emphasis is given on participatory approaches, balance of quantitative and qualitative methods, and feedback.
Deliverables
Deliverables Pre and post training assessments results. A full training agenda in consultation with Oxfam AMAL MEAL Committee: A draft agenda will be submitted by the consultant at least one week before the training. Simple training material based on Oxfam available materials, the designed tools and guidance notes Indicators’ targets for Morocco programme designed in consultation with the partners after completion of the training A Report that includes proceedings of the workshop, results, successes and lessons, any follow up actions Results of the evaluation of the training workshop, trainer, content, logistics, etc
Success will be measured if AMAL programme partners in Morocco will have by the end of the workshop a clear understanding of the MEAL framework and plan of AMAL and the requirements and expectations from them, the indicators monitoring tools, activity and beneficiary tracking tools and would have defined indicators targets
Skills and Competencies
Oxfam is looking for an expert with an excellent knowledge of monitoring and evaluation in theory and practice, and a good understanding of work around women rights. The expert should have significant training experience especially working with non-governmental and women’s rights organizations. The expert s should have the following skills and competencies:
Significant MEAL knowledge and practice Significant training experience and facilitation skills Good knowledge and extensive practice applying participatory approaches and qualitative methods to monitoring and evaluation. Good understanding of gender justice work and method for assessing changes related to the active participation and women leadership. Knowledge of the region and familiar with women reality. Excellent analytical, writing and synthesis skills. Fluency in either English and French or English and Arabic Previous experience with international and national organizations – non-profit sector

The expert will be expected to coordinate with Oxfam AMAL programme management either in meeting (if residing in Lebanon) or remotely and travel to Rabat for the dates of the training. He/She will be expected to work closely with the MEAL and Programme Manager of AMAL in Morocco before and during the workshop.

  3. A 1-page financial offer for fees only, and travel should not be included, noting that Oxfam will cover all travel costs to Rabat
