Organizational Setting
The Fisheries and Aquaculture Resources Use and Conservation Division (FIR) is responsible for all programmes and activities related to the conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels
The post is located in the FIROD, HQ.
Reporting Lines
The Fishery Officer reports to the Senior Fishery Officer, (Vessels/Fishing Operations)
Technical Focus
Planning, developing, implementing and technically supporting programmes and activities in the field of Monitoring, Control and Surveillance of fishing operations in support of fisheries management and compliance. Technical support to countries for the implementation of MCS best practices.
Key Results
Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.
Key Functions
· Researches and analyzes technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;
· Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;
· Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;
· Collaborates in the development of improved/updated tools, systems, processes, and databases;
· Participates on multi-disciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;
· Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
· Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
· Supports resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions
· Acts as the Department’s focal point on MCS technologies and operations
· Participates in systematic reviews of available data relevant to identifying IUU fishing activities
· Develops a global understanding of the pattern of IUU fishing to improve the effectiveness of surveillance operations
· Participates in trials of vessel based / shore based MCS technologies for collection of scientific data collection and compliance purposes
· Provides technical support to development of MCS best practices to combat IUU fishing
· Participates in capacity building at national, sub regional and regional levels level to improve fisheries MCS capabilities to improve fishery monitoring and observer programs worldwide through sharing practices and development of data collection and analytical tools
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
· Advanced university degree in fisheries sciences, fisheries management, MCS or a related field
· Five years of relevant experience in fisheries development with emphasis on MCS tools and compliance
· Working knowledge of English, French or Spanish and limited knowledge of one of the other two

Technical/Functional Skills
· Work experience in more than one location or area of work, particularly in field positions is desirable
· Extent and relevance of experience in developing and implementing international MCS initiatives specifically those directly involved in the fight against IUU fishing from the operational point of view
· Extent and relevance of experience in development/management/coordination of fisheries projects
· Extent and relevance of experience in developing and implementing fisheries information systems with particular focus on the activity of the fishing fleet
· First-hand experience on data collection, analysis and validation at national/regional level and on the development and follow up of management plans would be an asset
· Extent and relevance of experience in planning, implementing and coordinating fishing development related programme activities with particular reference to MCS
· Knowledge of and experience in broad aspects of MCS and ability to analyse related technical and scientific information
· Ability to write clearly and concisely, edit technical papers for publication and make effective oral presentations preferably in more than one official language of the organization.
