The role:
Support institutional strengthening of the Ministry of Fisheries & Marine Resources in Somaliland and Puntland through policy development and influencing, to engage in regional advocacy and policy development to achieve their public and sectoral mandates. The job holder is also expected to lead regional policy and advocacy work of the cross border policy pillars through policy analysis, development of policy briefs and influencing by engaging different actors in across the region in popular mobilisation/ communication and alliance building to achieve lasting change.
What we are looking for:
The qualifying candidate should have strong background in campaigns work especially in developing countries, and in particular within Horn of Africa. A thorough understanding of regional political landscape, A strong understanding of dry lands issues, fisheries, emergencies response and relevant regional global forums and bodies. The individual should have thorough understanding of advocacy strategy development and policy analysis. Have strong experience in policy development in organisations and ability to link this to programme and campaigns development and delivery. He/ She should be Supportive and effective manager and good team player. Have sound understanding of major economic, social development and poverty issues facing the region. Diplomacy, tact, representational and negotiation skills, He/ She should have ability to liaise with and represent Oxfam to a wide range of actors at country, regional and international levels. Have Capacity building skills. Have Excellent English and Somali written and verbal communication skills to motivate, influence and negotiate both internally and externally. He/ She should be sensitive play an effective ‘advisory’ function to the management line. He /She should have Innovative and creative approach to problem solving. An understanding of gender and the ability to apply this within policy and advocacy work .Sympathy with the aims and objectives of Oxfam and commitment to Oxfam’s equal opportunity and gender policies. Willingness to travel extensively.
