The Supply Chain Coordinator, Chadwill work as a key member of World Vision Chad Supply Chain team in charge of the Global Fund Malaria Project Procurement and Logistics activities including capacity building of sub recipients supply chain management; strengthening of the Supply Chain Systems and procedures of implementing partners and support to the Health Authorities.

RESPONSIBILITIES INCLUDE:
Training and Capacity Building:
- Identify gaps in the Supply chain systems and procedures of the sub recipients, develop capacity building plans and implement capacity building for sub recipients.
- Facilitate the development of best practices, capacity building and knowledge sharing sessions.
Supply Chain Management:
- Oversee Global Fund Malaria Grant Program procurements in Chad assuring that overall purchasing objectives are carried out to meet organisational requirements.
- To supervise, coordinate and expedite placement of purchase orders to ensure timely delivery of materials.
- Identification of appropriate vendors, timely analysis of all received bids and quotations using best in class practises.
- Ensure best practises and procedures for the recording and handling of procurement, delivery, receipt, inspection, storage and distribution of all commodities, ensuring compliance to statutory, organisation and donor requirements.
- Provide suppliers debriefing sessions when requested with unsuccessful respondents.
- Prepare contracts with vendor and maintain contract after award, ensuring that all documents are kept current and complete.
Coordination and Mobilization:
- Work with other partners including Health Sector Committee, UNICEF and WHO to advocate for national pharmaceutical regulation by the Health Authorities in Chad.
- Nurture and manage relationships within the broad partnership where designated with other taskforces/ forums as necessary, to strengthen relationship and opportunities for World Vision Chad to influence these groups as designated by management.
- Liaise with each interest group in a process of collaboratively constructing and managing support systems specific to their group.
- Update regularly, the Global Fund web based Price Quality Reporting.
REQUIRED SKILLS INCLUDE:
- Degree education or relevant experience supported by additional qualifications CIPS Qualification.
- Highly computer literate (Microsoft Office package).
- Demonstrated ability to make sound judgment and initiative with little guidance with respect to procurement activities, within delegated authority, that impact significantly upon the day-to-day operations of user department.
- Contract law and contract management.
- Demonstrate ability to maintain confidentiality and handle sensitive issues and excellent personal organization and ability to work under pressure.
- Strong decision making skill.
- The ability to work in a multicultural environment, demonstrating understanding, sensitivity and flexibility
- Personal integrity and excellent communication skills, both orally and in writing to deal effectively with the public and staff.
- Minimum of three (3) years in a public/private sector procurement capacity, i.e.: Processing Quotations, Tenders, Proposals Purchase Order, etc.
- Experience with computerized purchasing systems would be an asset.
