Humanitarian Logistics Manager / Logistics Manager for Humanitarian Program.

GOMA, DEMOCRATIC REPUBLIC OF CONGO
CONTRACT DURATION: 12 months (with possibility of renewal)
SALARY: Between £ 22.421 and £ 31.945 gross per annum plus other competitive benefits
Background
The situation in the East is dynamic and volatile, the team of Oxfam's humanitarian response work with flexible financing behind it to intervene anywhere in the east of the DRC as required. The areas of intervention are the EHA, protection and food security, with a budget of $ 10 million per year to around 200,000 recipients simultaneously. Currently a team working in North Kivu (Masisi Centre) and the other in Katanga (Pweto), with small interventions in other areas like Kamango (North Kivu), Bukavu (South Kivu), etc.
With the intention to remain flexible and dynamic logistics must ensure flexible management to monitor interventions east.
The team's hub is in Goma but the sub-bases vary and change. The person must be able to handle multiple scattered staff and also remain ready to travel to visit sub-bases regularly.
CONTEXT
Oxfam seeks / a Logistics Manager to manage all logistics functions. The role of Manager Logistics (Logistics Manager) is to provide effective support to program teams and manage the logistics department of the humanitarian response Oxfam GB in the East with its base in Goma and several interventions places the East.
The Manager of Logistics coordinates all logistics services of the humanitarian response (procurement, transportation, inventory management, and communication equipment). He / she ensures that Oxfam procedures are understood and followed. It improves the application of working methods through training, ongoing communication and team development.
DIMENSIONS
· Ensure that the logistics objectives and standards are achieved;
· Ensure that procedures and Ways of working are implemented and respected;
· Manage the team and schedule resources for a major program;
· Finding solutions to complex problems;
· Support the implementation of the humanitarian response programs to achieve the objectives of assisting beneficiaries Oxfam;
· Strengthen the team's ability;
General Responsibilities
The charge of logistics is responsible for the management of all functions of logistics management. This includes the management of human resources, procurement, transportation, inventory, asset management and other value and disclosure of assets, management and procedures, supply, storage and distribution; Charroi management and engineering; Personnel management; Team development and program; Communication management

ESSENTIAL SKILLS

  1. University degree or equivalent technical schools
  2. Minimum 3 years experience in logistics management
  3. Capacity of negotiation
  4. Leadership Quality
  5. Ability to work under pressure and adapt to the changing needs of land
  6. Write and speak French properly, with an acceptable level of work in English
  7. Honesty and integrity
