Senior Expert / Advisor to the Chief: National Development Advice Namibia

Support to the Monitoring & Evaluation of Namibia’s Fourth National Development Plan
Category I Expert - Advisor to the Chief: National Development Advice - Department of Monitoring & Evaluation and Development Partners Coordination
Education
  • At least a Master’s degree in a relevant discipline, such as: Monitoring & Evaluation, Social Sciences, Economics, Statistics, Public Administration, International or Development Studies is required. Or alternatively:
  • A Bachelor’s Degree in one of the above disciplines coupled with a professional post-graduate qualification in Monitoring and Evaluation is required;
  • A Ph.D. in one of the foregoing disciplines will be an advantage.
Experience
  • At least 12 years of general professional experience in the sectors related to lot 7 of the FWC, Project Management, National Planning, International Development, Public Administration; or in a discipline relevant to the assignment is required;
  • Of which at least five years of specific professional experience is required in Monitoring and Evaluation, with focus on supporting national M&E Directorates and/or working in large scale national M&E projects with national, regional or international agencies. This should cover: the i) designing; ii) setting up and; iii) operating of at least one large scale national M&E system; as well as capacity building of staff.
  • At least 3 years of relevant specific professional experience in sub-Saharan Africa is required;
  • up-to-date knowledge and experience of participatory approaches, Results-Based Management (RBM), logic model planning and reporting frameworks will be a strong advantage;
  • Experience in applying statistical modelling software and analysing data from a variety of sources will be an advantage;
  • Experience of compiling, editing, producing national / international M&E reports will be an advantage.
Language
  • Be able to communicate effectively (spoken and written) in English.
