We are currently seeking qualified candidates for the position of Senior M&E Advisor for the anticipated Assistance for Basic Education (ABE): All Children Read (ACR) - Innovating Component.
Program Description
Ghana Innovating is a five-year activity aiming to increase public action to improve reading outcomes among students in KG-P3. This will be accomplished through (1) increasing public awareness of Ghana's reading crisis, the importance of reading and the benefits of the Government of Ghana's approach to improving reading; (2) supporting the implementation of evidence-based, context-appropriate activities to improve reading levels by a broad range of stakeholders; and (3) developing and implementing a multi-pronged social and behavioral communications campaign in support of (1) and (2).
Position is contingent upon receipt of donor funding and based in Accra, Ghana.
Job Summary / Responsibilities:
  • The Senior Monitoring and Evaluation Advisor Develops, assesses and evaluates baseline studies. Develops education-related management information systems, logical frameworks, performance monitoring plans, and performance and impact evaluations related to improvement of reading at the primary grade level.
  • Provides data to ensure effective program implementation, including project baseline, midline, and endline assessment of student learning in order to ensure that programs are on track to meet their student learning goals.
  • Builds capacity of teachers and coaches to conduct and use classroom-level assessment.
  • Contributes knowledge of a range of approaches to performance monitoring, impact evaluation, and research in areas including design, instrument development, sampling design, data collection, data analysis and dissemination.
  • Employs a range of methods, including using large quantitative data sets as well as qualitative data.
  • Assists with the use of data to ensure quality of program implementation at all levels and improve student learning outcomes.
  • Supports the program's work with teachers and teacher support personnel to develop a classroom assessment program, enabling teachers to use classroom-level data to improve instruction and target students for remediation if needed.
  • Coordinates with any external evaluations, sharing baselines, midlines, and endlines to minimize data collection redundancy.
  • Provide technical assistance in support of surveillance, monitoring and evaluation (M&E) activities in the assigned unit; and in the development and dissemination of tools, materials, reports, papers, and intervention linked research.
  • Provide technical guidance by designing and developing M&E systems and procedures for funded programs. This includes establishing key components of an M&E system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program.
  • Work closely with the program team to ensure compatibility and coordination within the existing M&E framework, and consistency with national and donor requirements.
  • Work on data analysis and use products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets or identification and resolution of gaps.
  • Work on assessments and other routine program monitoring and evaluation activities across the organization.
  • Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.
  • Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems.
  • Provide technical guidance on design, development and implementation of the project M&E strategy, build capacity in country to develop, manage and operationalize M&E systems and plans that are aligned to program strategy, and permit quality reporting on a global level.
  • Undertake periodic reviews of program and/or country M&E systems, and participate in planning M&E system strengthening actions.
  • Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting.
  • Participate in national and donor M&E TWG or other forum when the opportunity arises.
Qualifications:
  • A Master's degree in international education, social science, economics, or related field that includes research or evaluation methodology and statistics training.
  • At least twelve years designing, monitoring and evaluating programs, in the education sector preferred.
  • This individual shall have demonstrated success and experience in monitoring results and indicators of education quality, access, and community engagement.
  • At least five (5) years of experience in monitoring, evaluation, or development research.
  • Demonstrated experience in monitoring and/or evaluating projects.
  • The candidate must demonstrate at least 3 years' work experience in developing countries, including in conflict-affected environments.
  • Technical familiarity with relevant monitoring and evaluations methods.
  • Very good English technical writing skills.
  • Have all necessary computer, database, statistical software, and analytical skills, particularly in issues related to monitoring and evaluation.
