Capacity building and institutional strengthening senior advisor

Chemonics seeks a capacity building and institutional strengthening senior advisor for the anticipated USAID Water, Sanitation, and Hygiene Finance Project (WASH-FIN). WASH-FIN aims to achieve universal access to water and sanitation through building host-country capacity at the national and local levels; improving tracking of financial flows to the WASH sector; and supporting the mobilization of public and private capital to improve WASH access and service provision. This project will be based in Washington, D.C. with project activities overseas. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Identify, design, and implement capacity building and institutional strengthening activities for selected WASH-FIN countries
  • Work with the D.C.-based home-office WASH-FIN team to provide technical assistance to assess and address capacity building and institutional strengthening needs of key project partners and stakeholders in the water and sanitation sector and to enhance these partners' ability to sustain their long-term operations
  • Plan surveys of water utilities and sanitation providers to identify their critical capacity building and institutional strengthening needs as well as organizations, associations, and consultants to provide required training and assistance 
  • Prioritize, organize, and plan capacity building and institutional strengthening activities in multiple countries supporting multiple local WASH-FIN country project teams 
  • Identify potential twinning opportunities to foster economic knowledge and sharing of expertise between water and sanitation providers 
  • Provide capacity building for issues such as addressing nonrevenue water; preventing technical losses and theft; improving water tariff collection; improving billing and financial recordkeeping and accountability procedures; introducing commercial principles for efficient water services in municipalities; and improving management capacity of utility staff
  • Help develop sustaining networks of private businesses to provide sludge collection and removal services and economical and safe drinking water
  • Assist water utilities in evaluating how to expand their service coverage to low income communities through adoption of new supply and delivery systems and innovative payment mechanisms
  • Extensive international travel to project sites overseas
Qualifications:
  • Advanced degree in business administration, engineering, water management, or another relevant discipline from an accredited university 
  • At least 15 years of experience performing capacity building and institutional strengthening activities in the water and sanitation sector
  • At least eight years of direct experience in the international WASH sector 
  • USAID project experience preferred
  • A demonstrated ability to assess capacity building and institutional strengthening needs of organizations and agencies
  • A demonstrated ability to plan and conduct capacity building and institutional strengthening programs
  • U.S. citizen or documented ability to work in the United States 
  • Demonstrated​ leadership, versatility, and integrity 
  • Fluency in written and spoken English
