Workshop of Social Protection System (SPS) in Equatorial Guinea

Background
As a global advocate for children, UNICEF is committed to seeing that the rights of all children are fulfilled. There is an added urgency on efforts to ensure that children, elder people, women and poor families are adequately prioritized in public budgets and in policy responses, notably in the development of social protection systems. A key area of work is assisting in the expansion of social protection coverage and the development of child-sensitive and elder social protection systems. Countries with social protection systems already in place, complemented by strong public and private investments in sectors such as education and health, appear to be able to achieve a more inclusive social and economic development process.
In 2007, Equatorial Guinea adopted a new National Economic and Social Development Plan: Horizon 2020 (known as Agency 2020), which seeks to reduce poverty and diversify the economy. The National Economic and Social Development Plan includes three strategic objectives related to social protection: (i) develop a national social protection system; (ii) expand social protection services and coverage to vulnerable people; and (iii) create and strengthen social protection institutions. The country’s oil revenues create an opportunity for investment in social protection to improve standards of living and welfare of Equatoguineans.
In line with these main initiatives in Equatorial Guinea, technical inputs and analyses were made and the diagnostic study was produced in 2015, in partnership with Government, external experts, UNICEF Equatorial Guinea and WCAR Offices.
UNICEF Equatorial Guinea is seeking for 2 Consultants to facilitate the Workshop of Social Protection System to be held in May 2016 in Equatorial Guinea.
Justification
The revision and update of the Diagnostic Study on SPS in Ecuatorial Guinea, and its Policy Paper, were concluded in 2015, taking as case an integrated systems approach and its benefits for children and elder. The discussion of the new analytical reports are going to be discussed and validate during the WS of SPS in Equatorial Guinea, in preparation for the law and policies of social protection. The training is directed to High Government Officials responsible for the formulation and implementation of programmes of social protection in Equatorial Guinea, private sector and civil society, including the following areas:
- Explanation of the evolution of SPS: update the participants of the 2015 dignostic study, discussion and validation of the policy report recommendations.
- Building Capacity to High Governmental Officials on SPS: Support will be given in May 2016 to conceptualize and advocate high level officials on social protection concepts and policies. This TOR is also expected to cover training on Social Protection Policies, especially in social transfers (i.e., contributory and non-contributory), comparative and cost effective analysis of an integrated social protection systems approach, feasibility of country case based on international experiences.
- Child-Sensitive, Elder and Integrated SPS: This issue will include evidence on the impact analysis, including comparative and cost-benefit analysis of an integrated social protection systems approach.
- Financing of Social Protection Programs and Integrated Systems: Based on gaps identified in the evolution of SP systems, an assessment and stock taking of the different financing options and mechanisms utilized in developing countries; and analytical work to present cases for the protection and promotion of fiscal space for child-sensitive, elder and integrated social protection systems.
The 2 Consultants will also use his/her outputs for the above mentioned tasks as inputs to prepare for the Law and Policies on Social Protection on child-sensitive, elder people and integrated social protection systems.
Objectives
The main objective of the consultancy is to support the four days of the Workshop of SPS in Equatorial Guinea.
The objectives of the WS of SPS are to make each participant able to design, implement, monitor and evaluate a program of social transfers to the most vulnerable populations. It will be for all participants:
• Familiarize with the basics of social protection
• Be immerse quickly and durably in the usefulness of social transfer programs to reduce extreme poverty of the most disadvantaged
• Learn about the design, implementation, monitoring and evaluation of social transfer programs
• Adapt the characteristics of existing programs of social transfers in Equatorial Guinea
• Apply to a selected program the main features of social transfer programs: conditions, objectives, methods of payments, amounts of resources transferred, etc.
• Establish a road map to implement a SPS

Specific Tasks
  1. Build capacity to High Governmental Officials on Social Protection Systems in Equatorial Guinea.
Expected Deliverables
As the main analytical outputs, the 2 Consultants will produce:
i. Preparation and delivery of the Workshop of SPS of 4 days, including the preparation of the PPTs, supportive documents, group-discussions, and conclusions.
ii. The revision of the specific paper on SPS Policy, adding some of the findings on social protection system in Equatorial Guinea us discussed in the WS.
iii. Provide inputs to prepare for the Law of Social Protection on child-sensitive, elder people and integrated social protection systems.
Reporting
Ø The 2 Consultants will be formally supervised by the Social Policy Specialist of UNICEF and the guidance of UNICEF Representative. The Consultants will work closely with a Technical Working Group made up of UNICEF WCARO, Government, and key social protection stakeholders.
Expected Background and Experience**
Ø The 2 Consultants must have advanced university degree (Masters, ABD or Ph.D.) in social sciences, economics, education, public policy and/or international development policy or any relevant area of study.
Ø At least 8 years professional of proven experience in working and writing on complex large scale poverty reduction strategies and/or social policy initiatives.
Ø Previous experience in social protection a plus, especially in the design, monitoring and evaluation of SPS.
Ø Excellent command of written and spoken of Spanish, and outstanding facilitation and consultation skills and experience. English a plus.
Ø Knowledge of West and Central Africa Region (WCAR) is required. Knowledge of Equatorial Guinea a plus.
Ø Ability to work independently and respond to feedback in a timely and professional manner.
Ø Excellent organizational skills, attention to detail, and ability to contribute to a team research process.
