Background:
Mercy Corps is responding to the Ebola outbreak in a number of West African nations. The Ebola Real-time Analysis Delivery project (E-RAD) is designed to provide information directly from the front line of the epidemic to evaluate past response efforts and inform future investments.
Purpose/Project Description:
The Consultant will collect and report information related to the Ebola epidemic, engage relevant stakeholders, promote the contribution to and use of the HDX website, monitor select grant based investments and provide continuous monitoring and assessment of new and existing areas of the epidemic requiring support.
Consultant Objectives:
Consultant in each country, will:
Objective 1: Engage UNMEER representatives to coordinate at the highest levels, as well as network with key actors engaged in the EVD response.
- Consultant will insert into UNMEER coordination meeting and networks to both gather information and supply relevant information to stakeholders.
Objective 2: Promote the HDX platform for EVD response information by supporting key actors to upload data, as well as source information, from this site https://data.hdx.rwlabs.org/ebola.
- Consultant will support the contribution of new sources of data to HDX, and promote the use of the site as a central source for Ebola-related information.
Objective 3: Monitor the progress and outcomes of select donor investments in Liberia and Sierra Leone. (select projects to be detailed at a later date)
- Source documentation will include program proposals and indicators as described by grantees;
- Source qualitative information assessed from structured interviews, field visits to activity sites and external stakeholder input;
- Observations and documented outcomes of project interventions (via written analysis, photography, video) of selected grantees
Objective 4: Consultant will continuously assess trends and gaps in health, economy and community well being to inform future investments.
- Assisted by Mercy Corps’ Technical Support Unit’s Monitoring, Evaluation and Learning (MEL) team, Mercy Corps will design rapid monitoring mechanisms for capturing data pertinent to informing strategic planning and future investments.
Consultant Activities:
The Consultant will:
- Engage with UNMEER representatives, attend meetings and report on all aspects of UN and major stakeholder reporting, analysis and projections.
- Network with all relevant actors in the Ebola response as required to collect information on the response.
- Support and encourage Ebola response actors to contribute data towards the HDX web platform, and promote its use as a source of information.
- Monitor the progress of select grantees, where applicable. Source qualitative information assessed from structured interviews, field visits and external stakeholder input.
- Report observations of grantees and documented outcomes via written analysis, photography or video.
- Assisted by Mercy Corps’ Technical Support Unit’s Monitoring, Evaluation and Learning (MEL) team, Mercy Corps will design rapid monitoring mechanisms for capturing data pertinent to informing strategic planning and future investments.
- Monitor events related to the epidemic, which could impact public health, social and economic issues.
- Provide weekly reporting by written report and teleconference.
Consultant Deliverables:
The Consultant will:
- The Consultant will provide weekly teleconference reports on the current situation on the ground, additional information and answering questions from the donor and Mercy Corps headquarters staff.
- Report observations of grantees and documents outcomes via written analysis on a weekly basis
- Consultant will write a written final report, which will summarize the project results and financials.
Timeframe/Schedule:
The consultancy duration is 8-12 weeks with possible extension.
- Each Monday: The consultant will participate and report out findings on a teleconference presentation with each Consultant providing additional information and answering questions from the donor and Mercy Corps staff.
- Each Thursday: Mercy Corps will submit written reports to donor.
Profile of the Consultant:
- Self-starter, able to work independently, comfortable working in complex, fast-moving emergency contexts,
- Previous experience with monitoring and evaluation, assessments, interviewing and information collection and analysis,
- Emergency response and public health experience helpful; West African experience preferred,
- French speaking applicants encouraged to apply (French speakers must be fluent also in English).
