Monitoring, Evaluation & Action Research of Market Development Activities - Ethiopia

Background:
PRIME is a five-year, USAID-funded initiative designed to support resilience among pastoralist communities in Ethiopia, and thus enhance prospects for a long-term development in the drylands, where the pastoralist livelihood system prevails. Financed through FTF and GCC, PRIME is designed to be transformative, innovative and achieve scale through market-driven approaches to livestock production and livelihood diversification that simultaneously support dryland communities to adapt to a changing climate. PRIME’s Intermediate Result 4 – Learning and Knowledge Management – aims at developing a robust and meaningful place a robust and meaningful performance monitoring system that enables the project to make better decisions and helps USAID better assess overall project results. One area of learning within PRIME, is identifying and testing how well the facilitation approach is able to generate sustainable change.
Purpose / Project Description:
Based on work from the IR1, 3 and 4 teams including the development of test tools to monitor some of the outcomes of PRIME’s key interventions in the private sector, PRIME is looking to continue the monitoring of sustainable changes in the private sector (including behaviors, market linkages, and improvement/increase of services/products offered) by means of 1) development of an M&E framework for the integration of metrics into PRIME’s current M&E plan; and 2) design an action-research project to test whether and how PRIME competitive grants and innovation fund grants have fed information and other inputs into the system for change.
Consultant Activities:
PRIME is looking for a consultant who will:
  • Develop an M&E framework for market metrics that can be incorporated into PRIME’s existing M&E activities.
  • Conduct action-research to learn how PRIME’s grants could be used by the system and their implications for future resilience and adaptability of the system.
Consultant Deliverables:
The Consultant will:
  • Provide an M&E framework for market metrics based on PRIME’s interventions and current M&E plan (to be finalized after consultation with PRIME leadership).
  • Produce an indicator report format and train PRIME staff in data collection/analysis.
  • Produce a report about the impact of PRIME’s competitive grants on the market.
  • Design, pilot and produce a report on action-research.
  • Produce 2 learning briefs based on this work, 1 webinar, 1 featured discussion on MaFI and 1 presentation in a selected conference.
Timeframe / Schedule:

Desk and literature reviews, including Mercy Corps projects in Ethiopia and other countries

This work may not be linear for schedule (several pieces can be worked on simultaneously). Moreover, some time will pass between baseline and impact visits so that the period of this work is envisioned to be more than 50 days though we expect consultant to charge for no more than 50 days of work

Requirements:
  • Consultant must have understanding and knowledge of market-based approaches and private sector interventions.
  • Over 5 years of experience in monitoring, evaluation and learning – especially of market-facilitation activities
  • Experience in pastoralist areas and/or Ethiopia
  • Excellent writing and oral communication skills
