Summary of Program:
As part of its Justice and Dignity program, IREX is implementing three projects in Libya by partnering with local civil society organizations, media outlets, and government actors. The Peaceful Reporting project helps media professionals incorporate principles of conflict-sensitive journalism into their reporting. Advocate for Libya helps civil society advance inclusive justice and security reform for women and minority groups. The Transitional Justice project works with civil society to engage in national transitional justice processes as well implement restorative initiatives in their community that support reconciliation, trust, and victim-healing processes.
****Summary of Position:****
IREX seeks a Project Officer who will oversee the day to day management of the Transitional Justice for Libya project. Under the guidance of the Project Director, the Project Officer will implement a 16 month transitional justice project ensuring the core activities of the project and overall objectives are achieved. The Project Officer will be responsible for the effective planning, monitoring and sustainability of the Transitional Justice for Libya project.
The Project Officer duties include:
• Relationship Building: Develop and maintain effective relationships with international and Libyan civil society organizations.
• Outreach: Coordinate program publicity and outreach, including producing regular news and program updates, promoting the project to a variety of audiences, updating IREX Libya Facebook page with regular project activities.
• Planning: Develop weekly and monthly workplan associated to the project outputs, ensure effective coordination with Project Trainer.
• Monitoring: Observe activities of the project, keeping track of project objectives, updating project and partner information on a regular basis. Contributing to workshops, trainings and meetings, reviewing reports and correspondence.
• Project and Training support: Provide project and technical support including organizing and coordinating training, selecting and managing participants, provide budget projections and support logistics.
• Mentoring: Provide ongoing coaching and mentoring (including remotely) to partners on technical aspects and project activities, including but not limited to principles of transitional justice, relationship-building, project design, and project management.
• Grant Management: Ensure effective management of the grant award scheme, regularly contacting grantees, following up on any issues and keeping track of payments to partners.
• Information collection/analysis: Gather information on project activities, include participant data, baseline surveys and disseminate this information to relevant project staff. Coordinate preparation of information materials for the project, including producing effective content regarding grant award scheme.
• Reporting: Contribute to and carefully edit the weekly and monthly reports sent to HQ. Bring to the attention any issues concerning the project.
• Coordination with Project Director: Coordinate with the Project Director to ensure that the Project Director is updated with the project, notify the Project Director of any anticipated issues and seek advice and guidance as and when required.
Other responsibilities:
• Follow IREX internal policies and procedures in relation to travel, procurement, and sub-grant management.
• Other administrative and programmatic duties as assigned.
Minimum Qualifications:
  • Bachelors or equivalent education level (Middle East Studies, Politics, International Development preferred).
  • Experience or interest in transitional justice, conflict resolution, and/or peacebuilding.
  • Willingness to travel to Tunis, Tunisia at regular intervals for project meetings.
  • Exceptional organizational skills and ability to work remotely, independently and effectively prioritize multiple tasks under tight deadlines and stressful situations.
  • Strong interpersonal and communication skills.
  • Advanced knowledge of relevant office productivity computer applications, including MS Word and Excel.
  • Strong command of spoken and written English and Arabic.
  • Excellent written and oral communication, problem-solving, teamwork, and leadership skills.
  • Experience of organizing and facilitating workshops.
  • A minimum of two years of work experience in office environment.
  • Must be authorized to work in Libya or Tunisia without sponsorship.
****Preferred Qualifications:****
  • At least one year of project management experience.
  • Understanding of development issues.
  • Awareness of security considerations and appropriate precautions in Libya.
  • Experience with Libyan civil society organizations.
