Senior Associate, Vaccine Cold Chain

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
CHAI started supporting has been supporting Cameroon’s Ministry of Public Health in 2007 to scale up pediatric and adult second-line anti-retroviral therapy, through donation of lifesaving ARVs and diagnostics; as well as technical assistance for improving the quality of ART and laboratory systems to support HIV care and treatment. In recent years, CHAI has expanded its support to the Ministry of Public Health to other areas including malaria diagnosis and helping to introduce more effective new treatment for severe malaria, improving access to family planning, point of care diagnostics and mobile health technology (mhealth), and technical support for the Ministry of Health’s drive to sustainably fund healthcare. CHAI is now expanding its support into vaccines with a focus on supporting new vaccine introductions and improving vaccine delivery systems.
Vaccination is widely acknowledged as one of the most cost-effective and focused disease interventions. In addition, the unprecedented wave of new vaccines expected over the next decade has the potential to dramatically reduce the global burden of disease. Although Cameroon has made significant progress in the last decade in improving vaccine coverage and introducing new vaccines, many challenges remain. After several years without new cases, polio is now remerging and vaccine delivery systems need to be strengthened.
CHAI is launching a new vaccines program to support the Ministry of Public Health through its Expanded Program on Immunization (EPI). Our focus areas will be to support the EPI program in new vaccines introductions including planning, post-introduction reviews and evidence based decision making for new vaccines; and strengthening vaccine delivery systems including cold chain expansion and rehabilitation, improved stock management tools and processes, improved temperature control processes and enhanced vaccine distribution.
Based in Yaounde, Cameroon; Clinton Health Access Initiative (CHAI) is looking for a highly qualified, very dynamic, energetic person with exceptional people skills and experience of working in challenging environments, to support its new Cameroon vaccine program. This is a very demanding post which will prove to be very rewarding for the right candidate
  • Support the Program Manager to identify and define CHAI's overall strategy within the program area, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
  • Support the conduct of a robust Up-to-date comprehensive Cold Chain Inventory (CCI) and facilitate its use for decision-making
  • Identify cold chain gaps from CCI and support the MOH to develop a plan to bridge gaps including phasing out unusable Cold Chain equipment
  • Support identification of optimal new equipment, following full options appraisal including new technologies
  • Complete diagnostic of existing equipment maintenance system
  • Design and pilot and evaluate at least one key intervention to improve the CCE maintenance systems in collaboration with the MOH and relevant partners
  • Lead in development of innovative approaches and tools as well as documentation and dissemination of best practices on vaccine cold chain improvement
  • Conduct and End to end diagnostic of exposure to temperature excursions during transport and support use for decision-making
  • In a pilot regions ensure that >80% of vaccine storage facilities have temperature monitoring solution that is actively used
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure maximum coordination of resources and effort
  • Support informed decision on roll-out of RTMDs
  • Collaborate with government to ensure skills transfer and government ownership, identify the most critical hurdles to scale-up, and develop innovative strategies to address them.
  • Undertake any other duties as requested by the program manager or country director
  • Master's degree in a scientific or health related discipline and at least three years of work experience in a field requiring both advanced analytics and exceptional presentation skills.
  • Demonstrated strong analytical, leadership, and problem solving skills
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
  • Proven ability to build relationships with a range of stakeholders and drive immediate results
  • Experience in a healthcare preferably a background in vaccines or related field
  • Strong quantitative and problem solving skills; including proficiency at advanced Microsoft Excel
  • Experience in the planning and execution of large scale projects; including budgeting and activity planning
  • The ability to build relationships and influence stakeholders
  • Experience structuring and leading evidence based decision making processes
  • Proven track record working in challenging multi-stakeholder environments
  • A structured and assured oral and written communication style
  • Excellent oral and written communication skills
  • High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications
  • Fluent in English and French
