Proposal Objective:
SI is implementing a five-year USAID Partnership for Education: Evaluating Systems project, with the goal to support the Ghana Ministry of Education (MOE), Ghana Education Service (GES) and other local organizations to create effective monitoring and evaluation (M&E) frameworks, and encourage learning through impact and performance evaluations.

The purpose of the anticipated release of the five-year EGR Performance Management and Learning Task Order Activity is to create the conditions to enable the USAID/Ghana Education Office to design and implement a comprehensive performance management, monitoring and evaluation, knowledge management and reporting system in support of the Partnership for Education project. This will be accomplished through:
- Strengthening performance management processes and tools.
- Improving and expanding learning and knowledge management function to support management decision making and learning.
- Improving USAID/Ghana’s Education Office M&E practices and processes and increasing staff capacity for learning and adapting.
- Researching the societal and familial practices and administrative factors affecting early grade reading.

SI is seeking a full-time Senior Capacity Building Specialist who will be responsible for developing the capacity of USAID/Ghana in M&E and knowledge management of USAID/Ghana’s Education Office for sustainable learning and adapting. The project is anticipated to be over five years, with potential start date March 2015.

Responsibilities:
- Assess USAID/Ghana’s M&E capacity, developing capacity development plans, and organizing and managing the implementation of all capacity building activities under the EGR Activity.
- Lead the development and implementation of the activities related to training and capacity building in M&E.
Qualifications:
- Master’s degree in a relevant discipline.
- Minimum of seven years proven work experience in the field of monitoring and evaluation and institutional capacity building.
- Demonstrated skills in M&E system design, methodologies (quantitative and qualitative) and approaches, especially under USAID-funded projects.
- Demonstrated ability to work collaboratively and effectively with host country counterparts and government officials.
- Minimum of seven years of experience in training, consulting or on-the-job coaching.
- Demonstrated leadership and mentoring abilities.
- Excellent written and oral communications skills.
