Proposal Objective:
SI is implementing a five-year USAID Partnership for Education: Evaluating Systems project, with the goal to support the Ghana Ministry of Education (MOE), Ghana Education Service (GES) and other local organizations to create effective monitoring and evaluation (M&E) frameworks, and encourage learning through impact and performance evaluations.

The purpose of the anticipated release of the five-year EGR Performance Management and Learning Task Order Activity is to create the conditions to enable the USAID/Ghana Education Office to design and implement a comprehensive performance management, monitoring and evaluation, knowledge management and reporting system in support of the Partnership for Education project. This will be accomplished through:
- Strengthening performance management processes and tools.
- Improving and expanding learning and knowledge management function to support management decision making and learning.
- Improving USAID/Ghana’s Education Office M&E practices and processes and increasing staff capacity for learning and adapting.
- Researching the societal and familial practices and administrative factors affecting early grade reading.

SI is seeking a full-time Senior Monitoring and Evaluation Specialist who will be responsible for providing technical advice and leadership on performance management and M&E practices within USAID/Ghana’s Education Office. The project is anticipated to be over five years, with potential start date March 2015.

Responsibilities:
- Oversee and implement monitoring and evaluation, analyses and assessments for the improvement of USAID/Ghana’s M&E practices.
- Provide technical advice to USAID/Ghana on the development of its M&E system.
- Design new M&E and performance management tools, practices and procedures to support evidence-based decision making and M&E in relation to the Partnership for Education project.
Qualifications:
- A Master’s degree in social sciences or other related discipline.
- Minimum 10 years of progressively responsible experience in M&E systems, M&E oversight and performance management development on international development projects (in particular USAID-funded).
- Previous experience assessing M&E and performance management capacity within stakeholders and clients.
- Proven excellent collaboration working relationships with counterparts, other contractors and international organizations and donors.
- Strong communication, writing and interpersonal skills.
- Prior experience in Africa preferred.
- Fluency in spoken and written English.
