Project Description
The Program for Education Development of Equatorial Guinea (PRODEGE) is based on a ten-year vision to improve education for all children and young people in the country. One of the key goals of the second five-year phase (2014-19) is to strengthen the quality of the educational system at the junior secondary level. It is a US $50 million initiative of HE Obiang Nguema Mbasogo, President of Equatorial Guinea, and Mr. John Hess, CEO of Hess Corporation. FHI 360 has been selected to manage and implement the second five-year phase of PRODEGE. FHI 360 serves again as the technical implementer and fiduciary agent in charge of administering the funds and human resources for PRODEGE 2014-19 under the guidance of the Ministry of Education (MEC) and in coordination with Faculty of Education Sciences (FCCE) at the National University of Equatorial Guinea (UNGE). The program focuses on three main areas of intervention: 1) supporting the current expansion of active learning methodology in primary schools; 2) strengthening lower secondary education (ESBA – Escuela Secundaria Básica, or Basic Secondary Education) for grades 7 -10, and 3) building the capacity of teachers, principals and inspectors to manage and sustain the education reform through local planning and decision-making using school-based data.
Job Summary / Responsibilities
The Technical Advisor for Quality Secondary Education will provide technical leadership and oversight to the design and implementation of activities to sustain improved educational outcomes for lower secondary school students and to increase access to educational opportunities for out-of-school youth. The Technical Advisor will be a member of the PRODEGE technical field team, based in Bata, Equatorial Guinea, and reports to the Associate Director for Education Development.
  • Lead and coordinate the team of consultants carrying out the initial needs assessment of ESBA.
  • Coordinate with the Secondary Education Technical Initiative team at FHI 360 headquarters, to identify successful and sustainable models of secondary education, school to work, and back to school programs in other countries to share with members of the National Secondary Commission. Support the coordination of study tours with members of the Commission to visit these models and/or experiences.
  • Provide technical oversight in the design of an enhanced ESBA model with a strong focus on sustaining educational outcomes in (a) academic skills, (b) life skills, and (c) readiness for work ensuring national participation in the design and ownership of the model.
  • Support the implementation of strategies to improve retention and reduce dropouts including youth leadership, life skills, and workforce readiness and/or entrepreneurial skills.
  • Provide technical oversight in the design of an alternative delivery model that focuses on the reinforcement of literacy, math and basic skills, life skills training (e.g. team building, effective communications, conflict resolution, self-care, leadership, etc.), and civic engagement for out of school youth.
  • In close coordination with the MEC and FCCE/UNGE, develop and implement a teacher development strategy that will improve the capacity of teachers, school directors and inspectors to provide more interactive, meaningful, and relevant instruction based on pedagogical strategies tailored to the relevant age groups in ESBA.
  • Participate in the monitoring, evaluation, and research for secondary education. Regularly coordinate with the Monitoring and Evaluation (M&E) team for planning measurement of impact on teacher knowledge, skills, and behavior/performance and on student learning as part of the overall M&E system.
  • Provide technical oversight in the development of academic achievement, life skills, and employability competencies and curriculum and materials for ESBA, as defined by the needs assessment.
  • Ensure that the design of the ESBA model includes a sustainability strategy for the interventions and provides specific strategies on how to institutionalize the methodology within the MEC and FCCE/UNGE.
  • Integrate the design of the ESBA model with other activities in PRODEGE, such as primary education and teacher development activities with the FCCE/UNGE.
  • Provide technical inputs to annual work plan for activities in secondary education.
  • Prepare inputs for quarterly and monthly reports as required for the dissemination of information.
  • Implement activities in compliance with FHI 360 policy and procedures.
Qualifications
  • Master's Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field;
  • Five (5) years of relevant international experience required with a specialization in secondary level of education. Combined mastery of education policy and education practice change desirable;
  • Demonstrated experience in working to improve the quality of secondary education at the classroom level, secondary teacher development and support, and/or secondary curriculum and materials development.
  • Experience working on alternative 'back-to-school' programs for out-of-school youth highly desirable;
  • Ability to interact with diverse groups, including: clients, MEC officials, teachers and community leaders of various cultures; strong cross-cultural communication skills;
  • Excellent interpersonal skills; ability to work in teams and build consensus with individuals at all levels;
  • Fluency in Spanish required; English desirable;
  • Requires travel to/within Equatorial Guinea, a zone with prevalent malaria and other tropical diseases.
