Context
The International Organization for Migration (IOM) in Cairo, Egypt is issuing a request for CVs/expression of interest in order to obtain applications to fill the position of “Community Health Outreach Volunteers’ Initiative Evaluator” on consultancy basis in its office in Cairo, Egypt.
Under the overall supervision of the Country Programme Coordinator and under the direct supervision of the Migrants Assistance Division Coordinator; the incumbent shall provide evaluation of the outcomes and impact of the community outreach activities conducted through IOM’s network of Community Health Outreach Volunteers (CHOVs).
Core Functions / Responsibilities:
- Conduct desk review of documents related to the “CHOVs Initiative” and initial sample of field visits to get acquainted with the project;
- Analyze qualitative and quantitative data from the monthly reports that summarize the data collected by CHOVs during the home based visits conducted throughout one year;
- Analyze demographic data and migrant communities needs in order to make recommendations for the design of responsive programmatic activities;
- Evaluate the degree of satisfaction of a random sample group of beneficiaries by conducting field visits to the targeted communities;
- Review the roles and responsibilities played by the CHOVs during the implementation of the Initiative;
- Evaluate the degree of satisfaction, issues and concerns, including challenges and opportunities of the CHOVs as leading actors of such Initiative;
- Evaluate the appropriateness of the methodologies used for implementing the project, with particular attention to the monitoring tools (reports, statistics, and questionnaires);
- Highlight lessons learned and make recommendations on an eventual re-design of the Initiative;
- Present results of evaluation to IOM staff and selected external partners if deemed appropriate.
Desirable Qualifications:
- A degree in social / economic science, development or equivalent standard of education.
- Formal training in monitoring and evaluation will be an added advantage.
- At least 5 years working experience in M&E related issues and/or development context.
- Good management and co-ordination skills, and experience on technical project implementation.
- Knowledge of programme design (mainly logical framework methodology) or similar frameworks for monitoring and evaluation.
- Proven experience in monitoring and evaluation of projects.
- Experience and skills in training and transfer of knowledge.
