Program Overview
GOAL has been delivering both humanitarian and development programmes in South Sudan since 1985. Currently GOAL South Sudan is operating across eight field sites in South Sudan. In response to the on-going humanitarian crisis in South Sudan GOAL has set up an emergency response programme in Upper Nile State. The current programme is based out of Melut, Maiwut and Longochok counties and was started as a response to the influx of internally displaced people (IDPs) from this area following significant fighting in the region in the first few months of this year. GOAL is currently implementing an emergency health programme which provides community health, nutrition, curative care, and water and sanitation support to conflict affected populations in Upper Nile State. GOAL expects the programme to scale up significantly in the coming months as the situation continues to evolve and it is essential that the emergency health programme continues to meet the needs of those who are affected by this conflict in the state. GOAL continues to support activities in Twic County, Warrap State and Abyei Administrative Area. Whilst these two locations have not been directly impacted by fighting they have seen IDPs from the neighbouring Unity State. The conditions continue to be volatile and so changeable at any time.
General Description of the Role
HES Manager will be responsible for ensuring that GOAL’s health programme (which includes WASH and Nutrition) has appropriate surveillance and assessments systems in place to ensure that we are tracking the health and nutritional status of the vulnerable population with a particular focus on children < 5 years. S/he will directly report and coordinate with the Country Public Health in Juba in relation to technical issues and report back on the current health status of the population. S/he will be expected to work closely with the other members of the Emergency Response Team and ensure that there is an appropriate evaluation and surveillance system in place across all of the field sites. The HES Manager will also take the lead in conducting health assessments in potential new locations and on advising Juba health team on what the priority humanitarian health issues are. S/he will also be responsible for taking the lead on conducting the annual Multi Indicator Cluster Surveys in all relevant locations and or modified annual surveys in other locations as per agreement with the MEL Co.
Key Responsibilities
Humanitarian Evaluation
- Plan and implement rapid humanitarian assessments in GOAL’s humanitarian field locations as required and in discussion with the Health and MEL Coordinator.
- Ensure that data collection is undertaken in a timely manner having consideration to the ongoing issues around access and security which may be affecting particular locations.
- Ensure that data analysis and report write up and dissemination is completed and that reports are shared with all relevant staff and externally as required.
- Provide leadership and guidance on the planning, implementation and reporting of annual MICS surveys across programme locations and adapt this survey as required based on the specific needs of each location.
Humanitarian Surveillance
- Ensure that there is an appropriate health surveillance system in place across all humanitarian programme locations with a particular focus on monitoring key mortality and nutrition indicators of the affected population.
- Ensure that this surveillance system is appropriate for the current humanitarian context, is implemented by GOAL health staff and that there is a database in place to track it.
- Provide technical support and training for staff on health surveillance and assist the Health/MEL Programme Managers in Juba to maintain, improve quantitative and qualitative data collection across field locations.
- Assist Field Health Managers to develop systematic, efficient and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators for new programs.
Management
- Provide information as required to the respective technical clusters and donors in relation to humanitarian data and be proactive in alerting GOAL Juba and external partners to any humanitarian data which is of concern.
- In conjunction with the Health and the MEL Coordinator ensure that each GOAL field site has a health evaluation and surveillance plan in place.
- Provide training as required for GOAL staff on evaluation and surveillance for humanitarian settings.
- Provide input to donor proposals and reports as required and ensure that data is correctly presented in such documents and accurately reflects the situation on the ground.
- Improve or further develop the Health Information System (HIS) that supports the collection and analysis of health programme data for use in programme planning.
essential Requirements
- A Master’s degree in Public Health, Monitoring and Evaluation, Epidemiology, or Statistics.
- Experience of public health/Surveillance management ideally a minimum of 2 years field experience to include practical experience of planning and implementing assessments in humanitarian settings.
- Appropriate data management and MEL strengthening,
- Excellent communication and analytical skills
- Experience of Excel, Access, Epi-Info and other data-management software as well as experience of data entry and analysis
- Previous experience of working in humanitarian settings and conducting rapid humanitarian assessments.
- Experience of staff training and managing staff also relevant
- Excellent English Language skills both verbal and written.
- Good planning skills, able to work alone as required and live and work in at times basic field locations.
