Under the supervision of the Chief JMAC/JOC/Embargo Monitoring Section, the Team Leader for the Integrated Embargo Monitoring Unit will be responsible for the strategic vision and overall management of the Embargo Unit and the implementation of the mission’s mandate to monitor violations of the embargo on imports of arms and related materiel into Côte d’Ivoire, assist the Government in complying with the sanction regime, and to support the work of the Group of Experts on Côte d’Ivoire.
Specifically, the Information Analyst will:
• Coordinate and supervise the activities of the Integrated Embargo Monitoring Unit including, management of the Unit’s staff and overseeing the conduct of embargo inspections and training of personnel
• Manage the collection and analysis of information related to arms and ammunition with a view to identifying potentially embargo-violating materiel ;
• Ensure the provision of timely and reliable information regarding possible embargo violations and oversee the coordination of requests for information and reporting to senior management and UN Headquarters; Provide briefings to senior UN staff and visiting delegations as required;
• Support and cooperate closely with the Group of Experts including through exchange of information and results of inspection operations;
• Assist the national authorities in providing relevant information when submitting notification and approval requests to ensure compliance with the embargo regime;
• Liaise closely with Mission components, including the Force, in collecting and disposing arms and any related materials brought into the country in violation of the embargo; Represent the Embargo Monitoring Unit at relevant meetings within and outside the mission and maintain a network of relevant contacts to this end;
• Prepare, implement and monitor the Embargo unit workplan and oversee the submission of Embargo contributions to results based budget process and related performance reporting; prepare standard operating procedures for the work of the Embargo Unit, as required• Manage the recruitment and selection of embargo staff in consultation with the Chief of Staff.

Experience:
A minimum of seven years of progressively responsible experience in international affairs, diplomacy, conflict resolution, or related field is required. Extensive experience in political analysis and reporting is required. A proven track record of leadership and management in multicultural settings, including coordination of interdisciplinary teams, is highly desirable. Knowledge of embargo regimes and the work of UN Groups of Experts monitoring the implementation of arms embargoes is required. Experience working in or with a UN peacekeeping mission, in conflict and/ or post-conflict environment is highly desirable.
Education:
Advanced university degree (Master's degree or equivalent) in political science, international relations, social sciences, law, public administration, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Language:
Fluency in written and spoken English and French are required.
