Specific programme activities include protection monitoring and legal counseling for asylum seekers and migrants, work with marginalized communities in southern Libya and humanitarian mine action (UXO disposal and risk education). Furthermore, a new project on Armed Violence Reduction (AVR), which is a growing area of expertise for DDG, was started at the end of 2013. The issue of Mixed Migration is becoming an increasingly important theme for DRC in the MENA region, as well as in East and West Africa. As such, the Libya and Tunisia programme will be at the geographical centre of new initiatives on Mixed Migration, and play a lead role in the development of policy and practice in this area. The Logistics Manager will be in charge of DRC/DDG national logistic support unit and will supervise and advise the national staff on all logistic matters. Moreover, the Logistic Manager is responsible for coordinating with Libyan NGO logistic capacity. The Logistic Manager will develop and strengthen the logistic systems in place to support the Program. Duties and responsibilities
• Define logistics strategy within the DRC/DDG policies and procedures; ensure effective integration of logistics operations.
• Advise on and build up national logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics needs.
• Manage logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of DRC/DDG supplies.
• Identify, mobilize resources, implement and report on special logistics operations
• Ensure effective Land Transport Storage and Handling (LTSH) management including regular LTSH reviews.
• Ensure effective commodity management and quality control.
• Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews.
• Coordinate logistics operations with other organisations in the area
• Ensure the fuel and logistical stock management and control consistence with DRC/DDG protocols and procedures.
• Ensure and maintain a log book filling system to include all equipment manuals, maintenance schedules and logs documentation e.g. drivers log book and requisition/internal purchase order and other administrative matters related to logistics.
• Manage for overseeing the mission’s logistical activities including management and maintenance of vehicle fleet, office/compound/operational equipment in co-ordination with national staff and with expatriate TA (Technical Advisor) in each operational area.
• Perform other related duties as assigned.
• Execute the logistical monthly report.
• Ensure that accurate and accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Participation in project planning and the preparation of donor proposals and reports in collaboration with the Project team.
• Prepare timely forecasting information for the project office
• Responsible for site communications. This includes: emails; coordinating all communications through project to capital site.
• Manage the project logistics national staff team including recruitment, team building, and conducting appraisals.
• Assess the continuing training needs of the project logistics national staff and ensure training needs are appropriately met and within budget.
• Support and supervise logistics staff in other offices as required .

• Bachelor’s degree supply management (logistic), development or related field.
• Minimum 5 years working experience with INGOs in conflict or post-conflict situations.
• Minimum 2 years working experience within Mine Action.
• Previous logistical experience, preferably in NGO/UN or military system.
• Excellent command of the most common methodologies to identify, assess and monitor activities, with proven record of achievements.
• Problem solving ability with equipment ranging from PC's to vehicles and radios.
• Strong administration and organizational ability.
• Excellent management and personnel skills – a calm and diplomatic disposition will be preferred.
• Strong communication and analytical skills.
• Ability and flexibility to understand the cultural and political environment and to work well with the local authorities.
• Ability to work independently and still be a good team player.
• Ability to live and work in remote and isolated area.
• Fluency in spoken and written English.
• Good computer skills including excel and word.
