Programme Development Manager - PDM/LIB-0215

*IBIS is looking for a qualified Programme Development Manager to both lead and supportive roles, working closely with Thematic Programme Directors and the Country Director.*
Purpose of the position
The Programme Development Manager will work in three different areas: 1) Quality Assurance and PM&E; 2) Programme Development Support and Mentoring; and 3) Strategic and Country Leadership Support. For each area, the Programme Development Manager will have both lead and supportive roles, working closely with the Thematic Programme Directors for Education and Governance, and over the overall guidance of the Country Director and the Country Leadership Team. The Program Development Manager (PDM) is a member of the Country Management Team and will work closely with the Country Leadership Team (Country Director, Head of Finance & Administration, Governance Programme Director and the Education Programme Director).
Supervision
The PDM oversees the Monitoring and Evaluation Unit, managing the Monitoring & Evaluation Coordinator and supporting the Coordinator in managing the Monitoring & Evaluation Officers in the Programme Offices. The PDM will in turn be line managed by the Country Director, but with close collaboration with the two Thematic Programme Directors.
Tasks and Responsibilities
QUALITY ASSURANCE AND PM&E
Lead Role
  • Ensure compliance with donor PM&E requirements, including by reviewing all donor reports to ensure quality and compliance.
  • Develop and facilitate the implementation of a framework for quality programme / project proposal development and implementation including: rapid assessment, survey protocols and tools, monitoring tools and planning to carry out monitoring and evaluation activities across all projects and programmes within IBIS in Liberia.
  • Review current practices of project monitoring (assessment, situation analysis/baseline, indicators, data collection/management and reporting) in the Thematic Programmes and identify strengths, weaknesses and opportunities of the current systems and approaches.
  • Coordinate quarterly joint programme review meetings to assess, with the Thematic Programme Directors, progress against programme indicators in the past quarter and potentials for synergies in the following quarter, and ensure that lessons learned are properly documented and incorporated into programme implementation and design.
  • Put in place and manage systems for organisational learning and knowledge management
  • Facilitate training opportunities on issues related M&E and fundraising for relevant IBIS staff and partners.
  • Develop an annual capacity-building plan for the M&E Coordinator, in consultation with the M&E Coordinator, and support the M&E Coordinator to identify and participate in relevant training opportunities, in consultation with the Country Director.
  • Provide mentoring support to the M&E Coordinator, including through weekly mentoring and planning meetings.
  • Undertake field visits to monitor progress and collect, record and analyse case studies and outcome data against agreed indicators, in coordination with the M&E Coordinator and M&E officers.
Supportive Role
  • Support the M&E Coordinator to develop and maintain an updated calendar for internal and donor reporting.
  • Support the M&E Coordinator to develop and maintain tracking sheets for the ETP and GTP covering all programme indicators.
  • Support the development of tools and approaches for project monitoring in consultation with the Programme Directors and together with the Monitoring and Evaluation Coordinator.
  • Provide technical support for Programme Directors and Managers to develop clear, systematic and feasible monitoring plans for projects, based on project log frames/Result Frameworks (including data collection-frequency and data management)
  • Support the M&E Coordinator, in collaboration with programme M&E officers, to collect good quality monitoring data in a timely manner and collate/organize data received for reporting and learning requirements, in close collaboration with the Thematic Programme Directors.
  • Support the Programme Directors and Country Director to complete the annual DANIDA reporting, in compliance with the Liberia M&E frameworks, the global quality framework, and the Global Initiative requirements.
  • Support the M&E Coordinator in developing annual, quarterly and day to day plans for the quarterly planning process of the M&E Unit.
PROGRAMME DEVELOPMENT SUPPORT
Lead Role
  • Identify and share with Programme Directors new fundraising/funding opportunities
  • Develop an annual capacity-building plan for the Governance Programme Lead, in consultation with the Governance Programme Lead, with a particular focus on leadership development, including strategic planning and fundraising, and support Governance Programme Lead to identify and participate in relevant training opportunities, in consultation with the Country Director.
  • Provide mentoring support to the Governance Programme Lead as part of the ongoing nationalization of the IBIS Liberia Country Office, including through weekly mentoring and planning meetings. Mentoring should cover all elements of the programme management cycle.
Supportive Role
  • Support the development of project proposals for donor funding, based on the overall strategic lead and guidance of the Thematic Programme Directors
  • Support the identification and further development of synergies between the two thematic programmes, including through support to the formulation of cross-programme project collaboration
  • Support programme development, evaluation and reviews, including the regular Formative Monitoring Mission evaluations of Thematic Programmes and Head Office visits.
  • Participate in the design and implementation of studies and researching in coordination and cooperation with programme staff and under the guidance of the Programme Directors.
  • Support the Governance Programme Lead in developing annual, quarterly and day-to-day plans for the Governance Team.
STRATEGIC AND COUNTRY LEADERSHIP SUPPORT
Lead Role
  • In close consultation with the CLT, lead the development of a fundraising strategy for IBIS in Liberia to secure new fundraising streams and creating innovative & creative partnerships.
  • Undertake donor mapping of institutional donors in Liberia, and maintain an updated donor-mapping document through continuous monitoring of changes in donor priorities and fund availability.
  • Work with the Country Director, Programme Directors and the HO fundraising team to deliver on fundraising targets
  • Oversee the development and implementation of a Child Protection Strategy for IBIS in Liberia; Ensure that all Child Protection issues are reported and resolved effectively according to IBIS Child Protection policy and procedures; and Ensure that all recommendations arising from PEAS internal Child Protection audits are implemented.
  • Establish and maintain a database of all consultants used by IBIS in Liberia to include an evaluation of their performance to guide any future use of their services.
Supportive Role
  • Support the development, monitoring and managing of the annual business plan and budget for the fundraising.
  • Support the development, review and implementation of the IBIS in Liberia Country Strategy.
  • Support the Country Director in the periodic review of the operating environment and ensure IBIS’ role and operating model are in line with that environment.
  • Support communication and advocacy advisors to communicate program learning (through document sharing, presentations, etc.) internally and externally under the guidance of the Programme Directors and Country Director.
NON-SPECIFIC RESPONSIBILITY
Perform any other assignments reasonably associated with but not listed in this Job Description as and when assigned by the Country Director and Programmes Directors.
Competencies
Required skills & Qualifications
  • A postgraduate degree in development studies, international studies, social science or relevant field with minimum of six years of programme development, monitoring and evaluation and fund raising.
  • Proven understanding of the donor environment and experience in working with donors especially institutional donors, corporates, trusts and foundations locally and internationally and in donor mapping and donor requirements compliance
  • Experience in development and implementation of resource mobilization strategies
  • Demonstrated skills and experience in report writing
  • Proven experience in programme monitoring, review and evaluation, including setting of indicators and collection, analysis and presentation of data relating to programme work
  • Proven experience with capacity building and mentoring
  • Quick learner with ability to think strategically and creatively
  • Ability to work with MS Excel; experience in MS Access and SPSS
  • An in depth understanding of international development issues
  • Excellent interpersonal, communication and presentation skills
  • Excellent written and verbal communication skills in English. Danish is considered an advantage.
  • Ability to work well and flexibly in hard-working, multi-disciplinary teams based at different locations.
  • Ability to work on own initiative, manage complex workloads and deliver outputs to agreed deadlines.

Special working conditions
This role is not foreseen in the IBIS standard structures and is necessitated by the current developments in Liberia and might be reviewed after one year.
Terms of employment
Initial contract period: March 1, 2015 – April 30, 2017 (2 years)
Due to the prevailing situation in Liberia the post is not considered suitable for bringing children to stay during the assignment.
The terms and conditions for the position follow ‘Regulations for Expatriates assigned by IBIS’.
IBIS’ salary package for category III + supplements includes a monthly basic salary of DKK 27,172, a monthly pension contribution of 10% of the basic salary and a monthly gratuity allowance of DKK 2,000 (payable after expiry of contract).
Further more IBIS offers payment of an allowance to cover expenses in connection with expatriation and repatriation, provides an unfurnished housing, payment of outward and return travel as well as an insurance package. Quarterly rest and recreation trips.
Duty station is Monrovia; however, the candidate should be prepared for extensive travel throughout Liberia of up to 50%.
