Senior Capacity Building Consultant

Founded in 1965, Counterpart International is a diverse, non-profit, international development organization dedicated to helping people in need in the areas of effective governance and institutions, food security and nutrition, and economic development. Counterpart does this by building the capacity of local partner nongovernmental organizations, lenders, businesses, governments and other institutions to solve their own self-defined economic, ecological, political, and social problems in ways that are sustainable, practical, and independent.
SUMMARY:
Counterpart International is seeking a Senior Capacity Building Specialist for a recently awarded 3-year, Civic Engagement Program in Egypt. The program aims to increase institutional and Civil Society capacities at the local levels to more effectively advocate for reform, facilitate dialogue and foster political participation. The Senior Capacity Building Specialist will provide technical leadership to the program’s capacity building strategy and planning activities related to civil society and civic engagement. S/he will be responsible for the development of a capacity building strategy and plan of the program. Other key responsibilities for the Senior Capacity Building Specialist role include the following:
DUTIES AND RESPONSIBILITIES:
• Collaborate with the local Capacity Building Specialist to develop a comprehensive and integrated capacity building strategy and plan, covering potential program partners and stakeholders under specific programmatic components;
• Work closely with local Capacity Building Specialist to conduct interviews and participatory planning sessions that would include program International Implementing Partners (IIPs) and local IPs, potential CSSCs and CSOs, Women’s Groups, potential grantees in the areas of: Policy and legislative Monitoring and research, civic education, combating sexual gender-based violence, and human rights and transitional justice.
• Develop a strategic vision for the Capacity Building objective for the program.
• Provide clear guidelines and tools to integrate program capacity building activities and at the same time prevent duplicating project resources and efforts.
• Develop a capacity building plan that will include at a minimum:
o Total number of Targeted Trainees
o Training topics/themes
o Geographic Locations of trainings
o Specific Targeted Group
• With the support of the local Capacity Building Specialist develop capacity building related activities and deliverables.
DELIVERABLES:
  1. Capacity Building Strategy and Plan document (soft and hard copies)
  2. Debriefing/dissemination of capacity building activities in a presentation to the program team and partners
  3. Trip Report
Requirements • A Bachelor’s degree in related field (Master’s preferred).
• Minimum seven (7) years of professional capacity building experience, ideally providing capacity building strategies and plans for international development programs and programs, with a minimum of three (3) years, under USAID programs.
• A minimum of five (5) years of demonstrated experience and familiarity with civil society strengthening, including capacity development; coalition and networking building; advocacy; public outreach; and civil society related training or facilitation in one or more of the above-mentioned fields.
• Proven experience developing capacity building strategies.
• Prior experience developing full-scale capacity building plans.
• Commitment and experience in gender integration.
• Familiarity with USAID rule and regulations related to development of capacity building activities.
• Previous experience in participatory training planning approaches.
• Written and oral fluency in English. Good knowledge of Arabic is preferred but not required.
