ASM Monitoring and Evaluation Office - Pact, Zimbabwe

Department Overview:
The monitoring and Evaluation (M&E) Officer will work directly with the ASM Chief of Party and staff to oversee all program monitoring activities for the ASM Project. The (M&E) Officer will institute M&E best practices for activity monitoring systems and other information systems that support policy and programmatic decision-making by a variety of project stakeholders, including government, civil society and public-private partnerships in the Zimbabwean mining sector. The M&E Officer is responsible for comprehensive and accurate data collection and analysis of results by both Pact and partner organizations, to improve project implementation.
Key Responsibilities:
• Ensure obtaining of ethical clearance for the research protocols from a relevant Zimbabwean Authority.
• In collaboration with the HQ-based M&E advisor, developing training content for the data collection officers.
• Supervises training, work-quality, and performance of short-term contracted data- collection officers.
• Supervises the transcription and translation (where applicable) of qualitative data from field.
Data quality management Responsibilities:
• Responsible for the development, measurement, and reporting of qualitative and quantitative output, outcome, and objective level performance indicators.
• Develops relevant M&E tools, formats and leads the provision of M&E specific technical training. Monitors data collection, collation, storage, analysis and reporting ensuring that data is of high quality and audit worthy.
• Responsible for supporting the preparation and reviewing of program reports in collaboration with program staff.
• Maintains accurate information in database; maintains accurate and timely electronic files.
Project management responsibilities:
• Coordinates or leads regular program monitoring visits to project sites in Shurugwi, Gwanda, and others that may be added as the program rolls out. Ensures the production of consolidated reports and agreed action plan for follow up response as needed.
• Supports program implementation team with adaptive management by providing timely information and analysis. Proactively raises concerns/attention about potential opportunities & challenges to allow ‘course correction’ throughout life of the project.
Basic Requirements:
• Highly experienced in directing and overseeing population-based assessments in rural areas in Africa.
• Able to work in Zimbabwe
• Understanding of local languages in Zimbabwe will be an added advantage (mainly Shona and Ndebele)
• Excellent report writing skills
• Experience in collection and analyzing qualitative and quantitative data
• Knowledge of the ASM and development sector in Zimbabwe preferred
• Exceptional cross-cultural skills
• Data-collector training experience
• Excellent written and oral communications skills
• Knowledge of major M&E database programs and (preferred) experience in using cloud-based management information systems.
EDUCATION:
• Bachelor’s degree in social sciences
• A master’s degree with specialization in research will be an added advantage
• Previous experience in monitoring and evaluation of bilaterally funded development projects
• Good knowledge of data analysis software (preferred SPSS, MAXQDA)
• Experience in working and managing relations with multiple stakeholders
