Bread for the World – Protestant Development Service

Lima, Peru

Partnership organization

Capital Humano y Social Alternativo (CHS) is a non-governmental organization which aims to promote the social development of Peru by human rights protection. It acts to prevent human trafficking and all human rights violations involved as well as sexual exploitation and abuse of children and youths. Human trafficking is a new form of slavery whose victims are forced to work in households and in industries such as tourism, entertainment, garment or mining. Thus they are deprived of their dignity and freedom. Human trafficking is on the third rank of lucrative illegal business practices (behind traffic in arms and drugs) and punished as a crime. Since a large portion of the victims (around 40%) is under age, a focal point of CHS’s effort is on the sensitization of institutions for the protection of children and young people.

Job scope

You assist the partner organization in raising the awareness of institutions, state authorities and the public for human trafficking issues. Although Peru’s legal framework puts human trafficking under punishment, it’s not appropriately enforced. Lacking sense of guilt and poor rule-of-law structures are among the reasons why such crimes are rarely solved. You support CHS in developing a lobbying and public relations strategy. The overall target is to prompt responsible public authorities to expand their effort in preventing human trafficking, filing complaints, protecting victims and witnesses and prosecute perpetrators.

Qualification profile

  • University degree in media studies, journalism, political/social science or proof of a comparable qualification;
  • Many years of professional experience in public relations;
  • Profound knowledge of combating human trafficking;
  • Your ability to deal with complex issues enables you to develop a lobbying strategy addressing different target groups;
  • Your diplomatic skills help you to mediate processes involving various stakeholders with the overall aim to submit implementation proposals regarding a human trafficking law to parliament;
  • A high level of pedagogic skills for the conception and implementation of workshops;
  • Excellent knowledge of Spanish (both written and spoken);
  • The citizenship of an EU Member State is required.

  • Individual preparation in the framework of a separate contract;
