The IRC started programming in Sierra Leone in 1998 to address the impact of the long-running civil war on the health of the people. Over time the IRC-SL shifted programming to from post-war recovery to an emphasis on working with local partners in support of longer-term development. In 2014, programming needed to adapt to the outbreak of Ebla and the IRC and other leading health agencies working in Sierra Leone formed the ERC to respond to the epidemic. ERC programs aim to strengthen the health system and are focused on infection prevention and surveillance.
SCOPE OF WORK:
The IRC is leading the Ebola Response Consortium (ERC), a group of fifteen non-governmental organizations who are working in partnership with the Ministry of Health and Sanitation (MoHS), Center for Disease Control (CDC), UNICEF, WHO and CDC to implement a national program in all 1,188 primary health care facilities and 22 government hospitals to support the training, supervision and mentoring of health workers to implement Infection Prevention and Control (IPC) of all suspected Ebola patients.
The ERC IPC Coordinator oversees all ERC IPC programming and assures timely good quality implementation throughout ERC projects in Sierra Leone. The IPC Coordinator leads project development and implementation, provides technical support and guidance to ERC's staff and partners, and represents the ERC in IPC coordination meetings and working groups, maintaining a positive relationship with Ministries and partners. The Coordinator reports to the ERC Senior Coordinator and supervises a team of four people.
RESPONSIBILITIES:
Program Management
- Oversee implementation of all ERC IPC project activities according to the project workplan.
- Conduct regular field visits to monitor progress toward objectives.
- Develop and review protocols, training materials and quality assurance and feedback mechanisms.
- Provide ongoing mentoring and technical support to partners.
- Identify and remedy project delivery of less than satisfactory quality.
- Foster synergies among partners to harmonize interventions across locations.
- Coordinate across sectors to strengthen the ERC's impact.
- Liaise regularly with IRC-HQ Technical Advisor for intra-organizational learning.
- Assure program monitoring and evaluation activities are carried out as per the workplan.
- Ensure that all internal and external reporting requirements are met. Compile timely, high quality project reports that document achievements, best practices and lessons learned.
Staff Management
- Supervise direct reports in accord with IRC HR policies.
- Use good management techniques to move the team toward high performance.
- Develop job descriptions and recruit program staff (when needed) in coordination with the ERC Sr Coordinator, the HR team and the HQ technical unit.
Budget Oversight
- Ensure that project resources, including financial, are used effectively and transparently in order to achieve the objectives of the project.
- Monitor project budget to ensure spending according to plan and to verify the attainment of all objectives within the authorized allocations.
Representation and Advocacy
- In coordination with the ERC Sr Coordinator actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, partners and other international and local NGOs.
Program Development
- Monitor sector developments and identify relevant opportunities.
- Collaborate with the ERC Sr Coordinator in future program design.
- Draft the technical narrative and budget component of project proposals.
REQUIREMENTS (Essential):
Clinical qualification (Doctor, Nurse, Midwife)
Minimum of 3 years experience working in a hospital setting in Sub-Saharan Africa
Excellent knowledge of Infection Prevention and Control protocols
Experience in West Africa Ebola Virus Disease (EVD) outbreak is a plus, but not required
Demonstrated experience coordinating and collaborating with INGO, UN and government partners
Experience with the project management cycle
Excellent interpersonal and verbal communication skills
Innovative and resourceful, with an ability to make solutions work in adverse conditions with limited resources
