IMA World Health seeks a Health Governance Specialist to provide short-term technical assistance for an anticipated USAID-supported Integrated Governance Activity (IGA) in the Democratic Republic of Congo (DRC). The USAID IGA will strengthen key governance institutions in the DRC to improve the delivery of health, education, economic growth, and other government services at the community level and strengthen the social contract between citizens and government. The USAID IGA has three objectives: to strengthen capacity of select Congolese government institutions to fulfill mandates; improved collaboration among targeted sub-national government entities with citizens for more effective development; and increased citizen demand for accountable, transparent and participatory government services.
The Health Governance Specialist will work closely with IMA World Health team to strengthen the Government of DRC capacity to provide health, education, and economic development services in cooperation with Congolese citizens and civil society to create more accountable and effective governance. The Health Governance Specialist will report to IMA’s DRC Country Director.
Duties:
· Work with the Government of DRC to provide leadership in addressing capacity gaps in a limited number of institutions and provinces with the aim of enabling these institutions to assume their responsibilities and effectively perform their functions.
· Provide technical assistance to support provincial and local government institutions in fulfilling their mandates, specifically those related to the delivery of health and related services.
· Work with provincial and local government counterparts to improve citizen engagement practices as they relate to health services.
· Provide Government of DRC with targeted capacity building support for budget and development planning, financial management, and internal and external controls for delivery of effective health services at the provincial, health zone, and community levels.
· Assist government counterparts to use available financial and human resources and systems, identify ways to improve quality and efficiencies, and develop new tools to deliver enhanced, quality services.
· Provide ongoing coaching and mentoring to government, civil society, and citizen beneficiaries, enabling them to apply new skills and facilitating positive changes in behavior that will lead to sustainable improvements in health governance.
Qualifications:
· Master’s degree in political science, social sciences, or other related field.
· Minimum 7 years of relevant experience in one or more of the following areas: national level democracy and governance; decentralization; good governance; anti-corruption; civic engagement; public administration; and human rights. Previous experience in health and human rights is preferred.
· Demonstrated experience in a senior advisory and capacity building role with high-level and local government counterparts.
· Experience with USAID projects strongly preferred.
· Proven ability to work with government officials, international partners, and local and other key stakeholders in design and implementation of donor-funded programming.
· Excellent analytical, oral, and written communication skills.
· Ability and flexibility to adjust schedules and priorities to meet project deadlines, juggle multiple assignments, and manage shifting priorities.
· Proficiency in Microsoft Office applications including MS Word, Excel, PowerPoint.
· Ability to travel internationally.
· Experience in the DRC is strongly preferred.
· Fluency in French is required.
