Supply Manager

We are looking for a highly qualified Supply Manager for Bangui, in Central African Republic (CAR).
Who are we?
Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displace people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance.
DRC is one of the largest INGOs in CAR, working out of 3 Field offices in the North, 3 sub offices and the capital office (Bangui) and managing a complex funding portfolio. The program strategy for 2015 covers the sectors of Protection, Livelihoods, Legal aid and Emergency Education, IDP profiling and protection monitoring as well as Food Security, Early Recovery and small scale infrastructure including WASH. The interventions are currently located in four Prefectures: Ouham, Ouham Pendé, Bangui and Bamingui-Bangoran.
About the job
The Supply Manager will be responsible for timely meeting of all program procurement in the country, in accordance with the Operations and Programme Handbooks with adherence to the donor guidelines. The position requires sound logistics and supplies eye to detail involving: procurement (local and international); warehousing; transport. The position reports to the Logistics Coordinator.
Duties and Responsibilities
  • Manage all procurement requests from all the projects in the country in a timely and effective manner, ensuring that these are cost effective and responsive to DRC policies and procedures, conform to donor requirements.
  • Support logistics/supply planning through coordination with the Operations and Programme Sections. Provide technical support in preparation of appropriate documents, and input on specifications and supply and logistics arrangements, facilitating cost-effective and efficient procurement, clearance, storage and distribution of supplies and equipment to project sites, in support of the country programme implementation.
  • Establish and maintain a system of contact with local authorities and partners on the clearance of DRC supplies. Contribute to the negotiation of standby agreements with relevant private business companies for country offices effective local procurement of supplies as well as for fielding of supply assistance to projects sites.
  • Participate in the preparation/compilation of the supply status reports required for donor or internal reports, budget reviews.
  • Regularly develop and communicate accurate inventory tracking, inventory aging and incoming supplies information.
  • Setup and Maintain database of Local Suppliers: Undertake a market study; Set up and maintain a database of local suppliers, detailing criteria of quality, price, service, ethics, etc.
About you
  • Proven experience for a minimum of 3 years in supply chain and logistics post within internationally recognized non-governmental organization;
  • Proficiency in French and in English mandatory;
  • Result oriented individual with ability to deliver good quality work in timely fashion;
  • Valid driving license and passport;
  • Proficiency in using MS Excel and Word programs, and common computer and communications applications;
  • High level of interpersonal and negotiation skills and motivation to work as part of a team;
  • Strong communication and interpersonal skills with excellent analysis and writing skills;
  • Above average computer literacy;
  • High capacity to work within a team in a multicultural environment;
  • High capacity to work in a post conflict area and emergency situation;
  • High capacity to be flexible as to frequent travels to field offices and other areas as per requests;
  • Capacity to monitor large volume of operations, capacity to take high level responsibilities and to work under pressure.
  • Working experience in Central African Republic is a plus.
We offer
DRC will offer the successful applicant a 6 months contract with possible extension dependent on both funding and performance. You must be available to start work the 1st October 2015 and be willing and able to work in DRC office of Bangui, CAR. You will also be expected to conduct field visits in the region. It is a Non-family duty station.
