****BACKGROUND****
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of15-731: Chief of Party, USAID Guinea Health Service Delivery in Guinea.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps is recruiting a Chief of Party, to be based in Conakry, Guinea for an anticipated US Agency for International Development award. The Health Service Delivery Program (HSD) is a five-year intervention designed to address critical reproductive, maternal, newborn, and child health issues, while also supporting efforts to rebuild and strengthen Guinea’s health system which was weakened by the Ebola outbreak.
****JOB SUMMARY****
The Chief of Party (COP) shall be responsible for the overall management of the project and supervise project implementation and staff and serve as the principle interlocutor with USAID and key stakeholders within the Government of Guinea and other organizations. The COP will take a leadership role in coordination among various partners and sub-awardees, ensuring the project meets stated goals and reporting requirements.
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
- Ensure strategic objectives and project results are accomplished and meet technical quality standards.
- Act as primary project contact to USAID/Afghanistan, taking responsibility for addressing all related project matters as identified by USAID.
- Lead consortium in preparation and execution of workplans, compliance with standard operating procedures, and completion of deliverables and reports by project staff and/or sub-contractors.
- Ensure effective representation and relationship management with relevant ministries.
- Ensure coordination with other USAID and other donor-funded projects to maximize impact and avoid redundancy.
- Collaborate with International Medical Corps’ Global Security team to support staff and beneficiary safety and effective project implementation.
Financial Management and Compliance
- Work with project staff to ensure timely and accurate financial and programmatic reporting.
- Ensure compliance with USAID, International Medical Corps, and relevant Government of Guinea policies and regulations.
- Provide oversight to deliverables and activities of sub-awardees and ensure timely financial and programmatic reporting.
- Oversee project communication strategies including compliance with USAID marking and branding requirements.
HR Management
- Establish project team. Recruit, lead, manage, and supervise International Medical Corps’ and consortium staff to meet objectives of the project.
- Conduct periodic reviews of staff performance, ensure high levels of motivation and teamwork.
- Ensure project and consortium staff are effectively inducted, including ensuring familiarity and compliance with International Medical Corps’ Code of Conduct, ethics, and values, as well as project-specific goals.

****QUALIFICATIONS****

- Master’s degree in Public Health
- At least 10 years of public health leadership experience, including previous experience as a Chief of Party (or other similar position) and extensive experience managing people and international programs, with at least 3 years in Guinea
- Demonstrated experience and expertise with RMNCH issues
- Track record in strategic visioning and leadership, with demonstrated diplomatic, management and interpersonal communication skills necessary to ensure internal coherence among diverse team members and sub-contractors, as well as relations with relevant ministries, civil society, private sector and other stakeholders
- Highly competent in building networks, have strong problem-solving skills, and possess ability to influence with effective listening, strong communication, persuasion, negotiation, and other techniques
- Knowledge of USAID (or other donor) assistance policies and reporting requirements
- Exceptional written and oral communication in French and English
- Based in Conakry, with frequent travel to field sites, security permitting.
