****BACKGROUND****
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Director of Finance and Administration i****n Guinea.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps is recruiting a Director of Finance and Administration to be based in Conakry, Guinea for an anticipated US Agency for International Development award. The Health Service Delivery Program (HSD) is a five-year intervention designed to address critical reproductive, maternal, newborn, and child health issues, while also supporting efforts to rebuild and strengthen Guinea’s health system which was weakened by the Ebola outbreak
****JOB SUMMARY****
The Director of Finance and Administration will provide financial and operational oversight for all aspects of the project in accordance with USAID regulations. S/he will be responsible for budget forecasting, expenditure tracking, and financial analysis, as well as grant and contract management.
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
- Support the Chief of Party in managing all financial and operational aspects of the project, including annual budget development, work plan and activity budgets, and ensuring compliance with the Federal Acquisition Regulations, USAID Policies, USAID/Guinea mission orders, and International Medical Corps policies.
- Conduct regular program expenditure tracking, monitoring program performance and preparing monthly pipeline analyses.
- Oversee grant and contract management and compliance aspects of the sub-grants program.
- Establish standards and procedures to ensure the compliance program’s effectiveness and efficiency, maintaining compliance to organizational policies, procedures and internal controls

****QUALIFICATIONS****

- Bachelor’s (or Master’s) degree in Business or Publication Administration with a focus on Accounting / Finance
- At least 6 years of experience managing finances for large NGO programs, with at least 3 years in Guinea
- Extensive experience in project financial management, including financial controls and audit as well as reporting on accruals, pipeline, and expense validation and reimbursement to service providers
- Demonstrated understanding of and experience using accountability and accounting practices
- Knowledge of USAID (or other donor) assistance policies and reporting requirements
- Exceptional written and oral communication in French and English
- Based in Conakry, with frequent travel to field sites, security permitting.
