FOOD SECURITY AND LIVELIHOODS HEAD OF DEPARTMENT - LIBERIA

Country: LIBERIA -Monrovia, Montserrado County with frequent trips to Bomi and Grand Cape Mount Counties
Length of contract: 12 monthsstarting as soon as possible
The Position:The Food Security and Livelihoods (FSL) Head of Department will have to guarantee the quality, relevance and scaling of the mission’s FSL/DRR strategy and interventions, with a focus on locations vulnerable to natural disasters and the effects of climate change, in conformity with ACF and international standards and national policies. More precisely, the main responsibilities will be to:
Contribute to defining the country strategy as well as the strategy and positioning of the FSL technical department
· Understand the humanitarian situation regarding FSL, the context of intervention and analyze the FSL humanitarian situation
· Be in charge of the production and the quality of the mission sectoral strategy document in line with ACF international and national frameworks
· Monitor the implementation of the FSL mission strategy, its revision and its cost effectiveness
· Contribute to the technical and operational advocacy strategies of the mission, the region and headquarters
Coordinate the identification of needs and the formulation of project proposals
· Be in charge of formulating, financing and implementing the study of FSL projects
· Participate in visits by funding agencies whenever requested by the Country Director or the Field Coordinator
· Produce the FSL sections of project proposals in accordance with the formats and deadlines of funding bodies and incorporating learning and evidence from ongoing projects
Oversee the implementation of programs/projects and ensure that reports are submitted
· Ensure that systems of monitoring and evaluation are in place and that their results are integrated to guarantee the improvement of the projects
· Validate the keys stages, the methodologies of the projects and the FSL parts of internal reports and reports to funding agencies, as well as amendments to projects, with contributions by the teams
Guarantee the quality and cost-effectiveness of projects
· Be responsible of the technical conformity of programs with international rules, orientations and technical standards, and the ACF framework documents and technical works
· Ensure ACF specific monitoring, norms, and national and international standards of technical quality are respected
· Promote the external and internal evaluations of projects, in line with ACF evaluation policy
Ensure the active participation of ACF in national sectoral coordination and technical forums and develop sectoral partnerships
· Represent ACF in sectoral coordination at national and sub-national levels and with the technical authorities
· Be responsible of the ACF contribution to the various action plans in the FSL sector
· Promote the partnerships (civil society, NGOs, authorities, private sector,etc) and the enhancement of their capacities
Team management
· Be responsible of the functional and/or hierarchical management of FSL personnel
· Evaluate the technical performance of all FSL teams
· Develop FSL competences throughout the mission
Promote capitalization, technical development and research within the FSL Department
· Capitalize within the FSL sector at the level of the mission, consolidation and transmission to headquarters
· Apply new approaches proposed by Headquarters or at mission level
· Explore the modalities of scientific and technical partnerships (laboratories, universities, private sector)
The Applicant:You hold a Master degree in Agronomy, agriculture or international development with a solid experience in FSL activities and coordination in humanitarian context. Recognized for your capacity to analyse and have a global approach, you have the ability to provide professional technical advice in a broad range of FSL technical areas.
You have experience in capacity building and excellent skills in writing and documenting. You have also excellent interpersonal, organizational, multitasking, team player and communication skills.
You are also able to manage stress in an unstable security environment, and a previous experience in Liberia would be a plus.
You are fluent in French and English
Status:
Gross monthly salary ranging from €1805 to €2305 depending on relevant experience.
Food and hygiene expenses, per diem, transportation costs, collective or individual accommodation, medical insurance
25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year
Pre departure training, at the HQ in Paris (1 to 2 weeks)
