M&E Specialists - Mozambique Monitoring and Evaluation Mechanism and Services (MMEMS)

CAMRIS International seeks M&E Specialists with expertise in health, GIS, education, governance, and agriculture to oversee program monitoring and reporting across multiple activities and programs.
· She/he will work with Key Personnel and other stakeholders (i.e., partners, Mission staff) providing oversight of monitoring functions, such as, the creation of performance indicators, development of activity and project M&E plans, setting of targets, collection of program data, assessment of data quality, analyses of data, reporting, and impact.
· Provide trainings to various stakeholders on results-based management and creating effective monitoring indicators, plans, processes, and systems to improve performance monitoring. Work with other Key Personnel and the Senior Monitoring Officer and other support staff to ensure all contract deliverables are met.
M&E Specialists must have the following qualifications:
· An advanced degree in the field of international relations, economics, political science, public policy, statistics, and/or other relevant field.
· At least five years of work experience in data collection, analysis, and reporting with development organizations, and experience providing M&E training and capacity building.
· At least one M&E Specialist must have experience with GIS.
· At least one M&E Specialist must have experience with designing and working with electronic performance monitoring systems.
· Familiarity with a diverse set of programming (i.e., health, agriculture, education, governance), where at least one M&E Specialist has familiarity with health.
· Familiarity with general Mozambican landscape: culturally, linguistically, historically, and economically.
· Some experience using technological innovations when conducting monitoring, such as tablets, smartphones, evaluation-related software applications, etc.
· Professional working knowledge of English; fluency in Portuguese.
