Context:
Under the overall direction of the Programme Manager of the Niger Community Cohesion Initiative (NCCI) and under the direct supervision of the NCCI Grants Manager, and in close collaboration with the supporting departments, the successful candidate will oversee the development and implementation of Monitoring and Evaluation (M&E) activities and produce evaluation reports, data, and analysis based on M&E activities and findings.
*Core Functions / Responsibilities:*
- Ensure the development of programme monitoring and evaluation systems and tools, in coordination with programme management, ensuring that monitoring and evaluation arrangements comply with donor agreements and programme requirements.
- Manage the NCCI Monitoring and Evaluation Team effectively to ensure comprehensive and detailed coverage of projects through all stages of implementation and to provide relevant information for performance management and evaluation of programme activities.
- Review existing monitoring mechanisms and reporting documents including but not limited to project-level M&E plans, data collection tools, site visit notes, and final evaluation reports and strengthen where necessary.
- Design new tools and systems, in coordination with NCCI senior management and the donor, to provide for:
- Greater versatility in grant design in relation to specific recipient communities;
- Streamlined information cycles;
- Improved adherence to programme standards and better responsiveness to issues arising during implementation.
- Conduct regular sharing of M&E findings with relevant stakeholders and ensure that monitoring data is discussed in the appropriate forums in a timely manner.
- Interact with the donor on a regular basis, to share monitoring systems and findings, and discuss avenues for improvement if necessary.
- Conduct the process of identifying the key performance questions, indicators and parameters for monitoring programme performance and achievements, and for preparing evaluations.
- Review and analyze monitoring reports, identify the causes of potential bottlenecks in project implementation, and identify corrective measures, where necessary.
- Support the grant closing process, ensuring the review of the final evaluations, verification of the database information, and OTI-Anywhere documentation.
- Build and strengthen the capacity of the M&E department through the recruitment and training of experienced staff, in coordination with the Resource Management Unit.
- Design and organize M&E trainings and other capacity-buildings tools for the programme staff.
- Draft and review quarterly reporting on evaluation activities for inclusion into the Programme Quarterly Report. Review reporting documents including but not limited to M&E activity plans and Final Evaluation Reports to ensure adherence to project objective, for submission to the donor.
- Contribute to the strategic planning of IOM NCCI activities, as requested.
- Oversee and ensure timely collection of data and information. Produce analyses to input into the programmatic strategy and/or to inform M&E activities.
- Works under the guidance of the Programme Manager and the donor to shape the programmatic strategy and mentor programme staff on strategic focus.
- Works with the donor’s mapping team to visualize programme strategy and impact.
- Perform such other duties as may be assigned.

*Required Qualifications and Experience*
****Education****
- Master’s degree in Political or Social Science, Business Administration, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
****Experience****
- Substantial experience in the design and implementation of monitoring and evaluation plans in small-scale grants, preferably with experience in the field of research, monitoring and/or evaluation;
- Proven experience with strategic planning approaches, M&E methods and approaches, planning and implementation of M&E systems, information/data analysis and report writing;
- Experience with previous programmes funded by USAID/OTI, a distinct advantage.
****Languages****
Fluency in English is required. Working Knowledge of French is an advantage.
