****BACKGROUND****
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Monitoring and Evaluation Specialist**** in Guinea.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. International Medical Corps is recruiting a Monitoring and Evaluation Specialist to be based in Conakry, Guinea for an anticipated US Agency for International Development award. The Health Service Delivery Program (HSD) is a five-year intervention designed to address critical reproductive, maternal, newborn, and child health issues, while also supporting efforts to rebuild and strengthen Guinea’s health system which was weakened by the Ebola outbreak.
****JOB SUMMARY****
The Monitoring and Evaluation Specialist will provide technical leadership to capture program intervention results and ensure high-quality, timely, valid and verifiable data collection, analysis, and reporting. This individual shall be responsible for the knowledge management aspect of the project. S/he will work directly with the Senior Technical Advisor to ensure project activities, outputs, and outcomes are appropriately captured, analyzed, and communicated.
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
- Adapt the monitoring plan to ensure HSD outputs, outcomes, best practices and lessons learned are effectively captured.
- Working with project partners, develop harmonized reporting and track progress.
- Design the project information management system, strategies and tools for tracking project outputs and outcomes.
- Provide training and technical support to consortium staff regarding monitoring, evaluation, and learning requirements, including data collection and reporting.
- Perform and manage routine data quality audits
- Develop a community-level participatory monitoring and evaluation program, and with accompanying training materials as needed.
- Manage data from the project for use by USAID third-party monitors.
- Collaborate with senior project staff to identify opportunities for formative and/or operational research to advance knowledge, modify project implementation as needed and document best practice approaches.
- Contribute to the development of reports and informational materials for donors and stakeholders.
- Contribute to staff performance evaluations, particularly regarding monitoring and evaluation outputs.
Accountable for timely and accurate, periodic donor reports.

****QUALIFICATIONS****

- Master’s Degree in Public Health or relevant discipline
- At least five years of progressively responsible professional experience in performance monitoring and/or evaluation with an international development organization, at least three years in Guinea
- Knowledge of statistical methods, indicator development, study design, and data analysis required
- Experience developing results frameworks, logical frameworks, or similar tools, for project design is required
- Experience developing and/or using performance management plans, or similar tools, is required
- Experience using knowledge management software or databases is highly desired
- Knowledge of USAID (or other donor) assistance policies and reporting requirements
- Exceptional written and oral communication in French and English
- Based in Conakry, with frequent travel to field sites, security permitting
