OPERATIONS OFFICER (CCCM)

I. Position InformationPosition title: Operations Officer (CCCM)
Duty station: Juba
Direct Supervision: CCCM Cluster Coordinator
Overall supervision: Operations Coordinator
Duration: 3 months, with possibility of extension)
II. Organizational Context and ScopeThe CCCM cluster is the newest cluster in South Sudan, activated on 25 December 2013 in response to the ongoing crisis. The cluster works to facilitate the effective and targeted delivery of lifesaving services to IDPs in displacement sites and ensure that basic humanitarian living conditions are provided, while also building the foundations for voluntary return and recovery interventions.
As cluster co-lead, IOM has committed to ensuring that it has a skilled team of experienced Operations Officers who are experienced in CCCM activities and who can be deployed to field sites in order to support partner’s capacity to provide site management or increase the capacity of the cluster as a whole in an area. The successful candidate should expect to travel a significant amount of their time in country.
Under the overall supervision of the Head of Operations and the direct supervision of the CCCM Cluster Coordinator the incumbent will be responsible for the following functions
III. Responsibilities and Accountabilities 1. Represent the CCCM cluster in joint field assessment missions, especially OCHA organized IRNAs.
  1. Travel regularly to the field to sites in which CCCM is being implemented.
  2. Assist in monitoring, assessing and evaluating CCCM cluster partners at the state and site level and ensure that programme delivery is in line with the CCCM Cluster Strategy
  3. Contribute to identifying problems in CCCM programme implementation and propose solutions to the relevant partners as well as the CCCM Cluster Leads and Co-lead.
  4. Prepare reports and recommendations regarding the progress of CCCM programmes in field locations.
  5. Assist in ensuring country-wide integration and coordination of programme delivery between partners as well as locations. Help to ensure the streamlining of cluster wide recommendations.
  6. Provide technical input and advice to the CCCM cluster in the development of cluster-wide strategies, tools and resources.
  7. Follow IOM instructions and guidelines on project monitoring methodologies in areas inaccessible to IOM staff; suggest and develop further refinements in these methodologies.
  8. Promote the capacity building of relevant authorities, where deemed necessary; and advocate with authorities to ensure that aid workers working in sites are able to conduct their work independently and in an environment that allows for confidentiality of sensitive information;
  9. Perform such other duties as may be assigned.

a) works effectively in high-pressure, rapidly changing environments;
b) coordinates actions with emergency response actors and making use of coordination structures;
c) supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors;
d) establishes and maintains effective relationships with implementing partners;
e) Makes correct decisions rapidly based on available information.
V. Education and Experience*(specific to the category and (expected) level of the position )*****Education****
  • Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
****Experience****
  • Experience in camp management or coordination within an international organization;
  • Experience in return and reintegration of vulnerable persons;
  • Experience working with a numbers of staff and multi-component programmes;
  • Experience working in hardship stations;
  • Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email.
  • VI. Languages Advantageous Fluency in written and oral English is required. Knowledge of Arabic and/or one of the regional languages an advantage
