ABOUT LAST MILE HEALTH:
Founded by survivors of Liberia’s civil war, Last Mile Health (LMH) is committed to saving lives in the world’s most remote villages. Working in remote jungle communities cut off from even basic life-saving health services, LMH is building a health system that reaches everyone—by bringing health care to villagers’ doorsteps. LMH trains community members to be health practitioners for their villages and connects them with rural health clinics to offer every person access to the care they deserve. These Frontline Health Workers are able to prevent, diagnose, and treat the top ten most life-threatening health conditions.
Over the past six months, an unprecedented Ebola outbreak has demonstrated that weak, inequitable health systems leave everyone vulnerable. To address this access gap, the Liberian government has conceived an ambitious ten-year effort to deploy community-based health practitioners in every village across Liberia. Last Mile Health is undergoing a major expansion of its team and operations to support the Liberian government in this effort to design, launch, and sustain a national program for remote health access.
GENERAL POSITION SUMMARY
The Director of Human Resources is responsible for building and strengthening systems for workforce management at Last Mile Health in Liberia. Reporting to the Country Director as part of the global finance and administration team, the Director of HR oversees all HR processes, including recruitment and onboarding, performance management and disciplinary procedures, contracts and record-keeping for all in-country national and international staff. The Director is also responsible for ensuring administrative practices are implemented across sites and are compliant with Liberia’s labor laws.
At a time of significant growth at Last Mile Health, the successful candidate for this role will need to meet ongoing HR needs while undergoing an ambitious systems-building effort, transforming a lean HR team with basic and at times non-existent policies into a functional department capable of supporting a diverse team of several hundred staff across four rapidly growing sites in Liberia.
ESSENTIAL JOB FUNCTIONS
- Build and manage the national HR & Admin team; ensure that staff receive professional and consistent HR support at all sites
- Support all teams in recruiting, hiring and orienting new staff through established procedures
- Support managers in career development for team members, including guidance with team members’ task management, professional development opportunities, avenues for upward mobility within the organization
- Build out the benefits package for all staff in-country
- Revise performance appraisal format and process; build in opportunity for mutual feedback and peer review
- Design a talent retention strategy guiding management on how to motivate employees and enable them to be top performers
- Creatively source talent in-country, at the field-site level and the national level, in collaboration with the global finance & admin team
- Investigate market prices and existing salary structures in-country and in the wider development industry to determine a competitive and sustainable salary structure
- Advise on establishing a HQ-to-field site staffing model that accommodates the organization’s growing HR needs
- Work closely with the global finance & admin team to coordinate international staff on-boarding and orientation
- Collaborate with LINGO Forum members to learn about best practices among other organizations; conduct research where necessary about the appropriate application of HR and administrative practices for the Liberian context
- Liaise with the global finance & admin team on audit readiness and overall compliance of all HR & Admin systems
- Collaborate with Director of Logistics to provide support to site managers to ensure efficient flow of requests and resources
- Ensure compliance of organization’s practices with GoL’s labor laws
- Oversee ongoing input of HR data into the Last Mile Data site as the primary HR database
- Serve as primary point of contact for legal counsel as needed by the organization
- Oversee acquisition and approval of all legally-binding documentation (lease agreements, staff contracts, work permits) for each site
- Along with other administrative staff members, coordinate permanent and transit housing at each site with help from the logistics team
KNOWLEDGE AND EXPERIENCE
Skills & Education Required:
- 3+ years of senior HR & admin management experience
- BA/BS in human resources, public administration, business management or relevant field; masters degree is strongly preferred
- Minimum of 3 years' experience working internationally in a developing setting for a non-profit social enterprise
- Demonstrated knowledge of HR best practice and systems and success building organizational systems and policies
- Excellent liaison across teams and among HR & admin staff in service of simultaneously and multiple needs from field-site and national level
- Excellent time management and organizational skills, with exceptional attention to detail
- Significant experience as technical writer(i.e. creating SoPs, personnel policies, documentation to support process compliance)
- Excellent communication and diplomacy skills, especially across cultures and backgrounds
- Experience working in a range of HR & admin departments – corporate, international development, local NGOs
- Generosity of spirit, sensitivity/diplomacy, and willingness to make sacrifices in service of the organization’s mission
- Interest in working within a rapidly changing context and as part of a quickly growing team
- Flexibility in building and/or improving systems
- Ability to handle multiple tasks at once in time-sensitive manner

REPORTING RELATIONSHIPS:
REPORTS DIRECTLY TO: Chief Executive Officer (HQ- based) and Director of Operations (Monrovia based)
WORKS DIRECTLY WITH: HQ-based, Monrovia and Field-based HR and, Finance Teams
SUPERVISES DIRECTLY: Senior HR Manager, HR officers and Admin Assistants
Commitment: Minimum 18-month commitment (24+ months preferred)
Location: Monrovia, Liberia with some travel to field sites in the southeast
Compensation: Salary commensurate with experience; additional benefits including health insurance, R&R stipend, and access to LMH housing
