The Danish Refugee Council (DRC) is looking for a Project Manager who will have overall responsibility for managing DRC’s livelihoods programming under Bureau Population, Refugees and Migration (PRM) programming across two locations.

DRC has been present in South Sudan since 2004 is working in the sectors of camp management, protection, shelter/NFI and food security and livelihoods in six locations across Unity, Upper Nile and Northern Bahr-el-Ghazal states.
The anticipated funding will provide vocational training, Cash For Work and small scale IGAs inside Ajuong Thok and Doro refugee camps, as well as with host community members, aiming to increase and improve livelihood opportunities, with a focus on youth.
About the job
Reporting to the Team Leaders in the locations, with support from the FSL Coordinator based in Juba the Project Officer will have the responsibility to ensure the implementation of the livelihoods component of the anticipated PRM programme. The project officer will be responsible for preparing and following work plans to ensure that targets are met and results achieve. They will also have responsibilities for managing the associated budget lines as well as locally recruited staff who will be dedicated to the programme. Project Officer will also be in responsible for tracking progress of the livelihoods component of the project and preparing regular reports.
Duties and Responsibilities
Management
- Management of national staff recruited specifically for the project
- Management of livelihood budget lines.
- Participating in the hiring process, as well as ensuring staff have work plans and appraisals according to DRC guidelines
- Capacity building of national staff
Programmes and Reporting
- Ensure timely project delivery of livelihoods components according to project documents and donor agreements
- Contracting the building of, equipping and staffing 2 vocational training centres
- Ensuring that 544 youth receive vocational training courses
- Ensuring facilitation of literacy training for 120 women
- Supporting 60 youth with small scale IGA inputs
- Ensuring all PCM tools are in place for the livelihoods components including procurement plans, expenses forecasts, work plans and M&E plans.
- Preparing monthly internal reports, as well as contributing to quarterly and final donor reports according to approved formats.
- Support the mainstreaming of protection into all programme activities.
Finance, Administration, Human Resources, Logistics
- Ensure that adequate staffing is in place according to the agreed budget, including an appropriate gender balance
- Ensure that the organisations’ financial, logistics, security and human resources policies and procedures are fully implemented
- Maintain budget overview and ensure timely utilization of grants according to spending plan and monthly spending reviews.
Coordination
- Coordination with other Programme Managers and actors working in AJuong Thok and Maban.
- Participation in the Camp level FSL working groups
- Represent DRC in the area of operation as required
Fundraising
- As the majority of the fundraising is done locally, the Team Leader you may be asked to contribute to calls relevant to the livelihood sector.M&E and reporting
- This position is ultimately responsible for ensuring that all supporting documentation is collected and maintained according to best practices and agreed protocols.
- Ensure indicators are tracked regularly and are verifiable based on supporting documentation
- Alert and support, when necessary, M&E staff at the local and country level when monitoring and evaluation exercises should be conducted based on best practices and DRC South Sudan’s MEL Strategy for 2015 and 2016.
- Provide relevant, accurate and timely data for all required reporting.
About you
To be successful in this role you must have:
- At least 3 years’ proven and successful track record of project management in humanitarian response or development programming.
- Essential to have experience of livelihoods programming.
- Experience of vocational training programmes, preferably around skills such as metal work, carpentry and masonry.
- Experience of working with youth, and the protection issues that are associated with this.
- Experience of working in Refugee or IDP camp setting an advantage.
- Experience of managing a team of staff
- At least 2 years experience of budgetary responsibility, including forecasting and follow up.
- Understanding and experience of HR, Logistics, finance procedures in an International NGO.
- Experience of using and adapting project management tools such as work plans, budget forecasts, procurement plans and indicator tracking
- Fluency in written and spoken English with excellent writing skills is essential, including preparation of donor reports and proposals.
- Experience of working with PRM as a donor an advantage
- Post-graduate degree in Political/Social Sciences, Management, Economics, International Development or equivalent
- Prior experience in South Sudan a plus
We offer
DRC will offer the successful applicant a one year contract with a three month probation period, renewable dependent on both funding and performance. You must be available to start work immediately and be willing and able to work in the field, in comfortable but basic accommodation.
