BACKGROUND
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position ofField Coordinator in Cameroon.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps has been present in Cameroon since 2008 to provide assistance to thousands of CAR refugees sheltered in Cameroon as a consequence of the political and social troubles which occurred in CAR since 2005. The CAR refugee operations now currently span the Adamoua, East and North regions. Since 2010, International Medical Corps has been operating in the Far North region of Cameroon implementing humanitarian health, nutrition and WASH support activities to vulnerable communities and responding to the recent escalation of violence in the north east of Nigeria and neighboring countries since 2014.
International Medical Corps basic package of essential health care encompasses high impact primary health care services, Water Sanitation and Hygiene as well as key nutrition, GBV and child protection interventions. Through support of existing Ministry of Health (MoH) health facilities, training of medical staff, and operation of mobile clinics, International Medical Corps offers curative and preventive consultations, maternal and child health (MCH) care, reproductive health services including skilled birth attendance, family planning (FP), syndromic management of sexually transmitted infections (STIs) and services of the Minimum Initial Services Package (MISP) for Reproductive Health, therapeutic and supplementary nutrition services, gender-based violence (GBV) prevention and response, child protection and mental health support. International Medical Corps also focuses on building the capacity of local community structures, such as village health committees (VHCs) and community health workers (CHWs). The aim of International Medical Corps’ work is to strengthen local social services and develop capacity for greater community resilience, while maintaining flexibility and the ability to respond to the continuing instability and accompanying increasing humanitarian needs in the country.
JOB SUMMARY
Scope of Work: The Field Coordinator will provide support and supervision in three regions, Adamaoua, East and North Regions for International Medical Corps programs in Cameroon.
Oversee IMC’s response in assigned Field Sites and have responsibility for timely and high-quality program implementation and support. They will provide supervision and leadership to both program and operational staff at the field site in collaboration with Program Managers, and ensure adherence to agreed work plans and reporting schedules as well as full compliance to IMC’s and donor policies in the areas of Finance, HR, Logistics and Information Management. They works in close coordination with Cameroon Senior Management, Program, Finance, HR and Logistics senior staff, as well as technical staff to ensure that programmatic and operational strategies are implemented at the field site.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Brief overview:
- Support operational and programmatic growth, and capacity building;
- Coordinate IMC’s country strategy implementation at field level (Adamaoua, East and North regions);
- Coordinate overall implementation of programs at field level;
- Provide daily supervision for the team at field level, in coordination with programs, operations and technical unit;
- Facilitate the coordination system with Yaounde Country office;
- Represent IMC and liaise with regional authorities, UN, NGOs at field level;
- Ensure reporting and communication;
- Routinly assess the humanitarian and security situation in Adamaoua, East and North regions surrounding areas;
- Support implementation of security protocols and monitoring of the security situation, in coordination with the Security focal point.
Program Management: Support and oversee the day-to-day implementation of all programs in the field site, providing constructive supervision to the Project Managers to implement, monitor and evaluate work plans and monitoring & evaluation mechanisms. In close collaboration with Program Managers, lead the field-based teams in the development of new proposals and initiatives in accordance with the country program strategic plans. Participate in the development of budgets for program proposals in conjunction with the Senior Management Team. Ensure accurate data collection and reporting are submitted in a timely manner for all activities occurring within the project sites to Reporting and M&E staff.
Human Resource Management: Provide direct support and supervision to the field site's HR lead, ensuring recruitment, staff orientation, payroll preparation, leave management and exit management processes are carried out timely and in line with relevant policies and procedures. Ensure all staff in the field site know and understand IMC’s global and in-country HR policies and standards for professional conduct. Document and address breaches of policy and disciplinary issues in coordination with the HR Manager in a professional manner and in line with the letter and spirit of the relevant policy.
Finance, Logistics and Information Management: In close coordination with the Finance department, ensure proper financial, logistics and information management systems and control mechanisms are in place and adhered to in line with the IMC’s global and in-country finance and logistics policies. Provide supervision and leadership to the field site's finance and logistic personnel. Review and ensure timely submission of finance and logistics reports from the field site as required.
Security Management: Act as IMC’s Security Focal Point for the field site. Ensure all staff in the field site know and understand IMC’s local security regulations; document and address breaches of policy and disciplinary issues in coordination with the Security Focal point. Monitor the field area of operations security situation, attend security meetings and inform the Country Director, and Senior Management Team where appropriate, of developments through submission of accurate weekly security reports and, when necessary, incident reports. Participate in the review and update of the country Security Management Plan. Assist the Security Manager in updating field specific Security Plans, Evacuation Plans, and SOPs.
Representation and Coordination: Represent IMC with local government authorities (Delegates, Governor, Prefet), non-state actors, UN agencies, NGOs, and donors at the field site level. Engage and or delegate to program staff for sector representation as appropriate. Represent IMC with beneficiaries and communities to encourage accountability to those we serve. Upon request by the Senior Management Team, organize and facilitate field visits for stakeholders interested in IMC’s field response. Ensure regular and strong coordination between all staff and their department supervisors.

QUALIFICATIONS

- Minimum 4 years’ experience in design, management and evaluation of health, nutrition projects with strong focus on nutrition, protection, and primary and secondary health care
- Previous experience in medical humanitarian work
- Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and NGOs
- Ability to live and work in precarious environments
- Demonstrated familiarity with Project Cycle Management
- Knowledge and experiences of budget preparation and management and donors requirements
- Profound cross-cultural awareness and insight into health care issues
- Ability to exercise sound judgment and make decisions independently following consultative processes
- Extremely flexible, and have the ability to cope with stressful situations and frustrations
- Ability to relate to and motivate local staff effectively
- Creativity and the ability to work with limited resources
- Team player and strong communication skills, both oral and written
- Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
- Must have a good level in French and in English (both written and speaking).
