Job Title: Livelihoods Programme Coordinator, Guinea
Location: Based in Kankan, with regular travel to Conakry and around Guinea, and possibly in West Africa
Responsible to: Country Director, Guinea Programme
Responsible for: Project Managers (PM), Security Guards, Drivers

JOB PURPOSE

The Coordinator will provide project and strategic management of the Livelihoods Programme and lead relation with financial and technical partners. In addition the role will participate in the continued development of the cooperation in Guinea, supporting new project development upon market based approaches, Monitoring and Evaluation (M&E) and playing a key role in programme strategy reviews. The role will be a key support to the Country Director. The role will be responsible among others for supporting the implementation of projects, including partner coordination, activity execution, M&E and financial management.

DUTIES AND RESPONSIBILITIESSupport the implementation of projects

1.1. Supervise the development and execution of budget-linked work plans with partners and the project team
1.2. Monitor and evaluate the work plans and if necessary propose changes
1.3. Establish and manage contracts and collaboration protocols with project service providers, implementing and strategic partners
1.4. Contribute to prepare and organise projects steering committee meetings
1.5. Contribute to represent the projects
1.6. Represent Concern Universal, at the request of the Country Director, in local/national/regional meetings relevant to Livelihoods
Projects M&E and Quality Control
2.1. Assist the PMs in designing and implementing projects M&E system
2.2. Undertake monthly field visits to visit projects activities
2.3. Assist the PMs in evaluating the technical and financial reports of the partners and if necessary take corrective action
2.4. Review project reports
Human Resources, Administrative and Financial Management
3.1. Completion of the monthly financial Project Monitoring Reports (PMR) regarding Livelihoods, in relation with the Administrative and Finance Officer of Concern Universal in Guinea
3.2. Undertake the yearly evaluation of the Project Managers
3.3. Facilitate the correspondence, especially administrative, relative to the projects
3.4. Undertake a yearly evaluation with the Country Director
3.5. Assist in the management of projects resources (human, financial and material) in relation with the Administrative and Finance Officer
Support the development of the Livelihoods Programme
4.1. Analyse and design solutions to the systemic constraints in the targeted market and services systems and find measures to reduce them
4.2. Lead all stages of project development, idea brainstorming, initial data collection and community consultations, proposal writing etc
4.3. Consolidate projects M&E at national level
4.4. Participate in Strategy Reviews, in Guinea and Internationally
4.5. Support new partner development

JOB PROFILE

  • National Guinean or International
  • Master degree or equivalent in economy, business, agro-economy, environment economy or related sectors
  • At least 5 years of experience in project proposal development and management in the above indicated sectors
  • Good experience in market and enterprises development, ideally in MA&D and M4P approaches
  • Interest in market based approaches towards sustained development dynamic beyond projects life

Languages

  • Fluency (written and spoken) in French
  • Fluency or fair knowledge in written and spoken English
