Introduction
The Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. The Danish Demining Group (DDG) is the mine action and armed violence reduction unit within DRC and focuses on freeing communities from the fear of mines, explosive remnants of war and armed violence.
Danish Refugee Council/ Danish Demining Group has been operational in Libya and Tunisia since 2011 focusing on the protection of the displaced and conflict-affected population. This includes IDPs, refugees and asylum seekers and the Libyan population affected by Explosive Remnants of War (ERW). DRC/DDG has its head office in Tripoli and field offices in Zarzis (Tunisia) and Sabha.
Background
In Libya the main ERW contamination of concern resulted from the recurrent fighting and the wide spread use of small arms and light weapons particularly in urban areas following the 2011 revolution. NATO has also bombed numerous Ammunition Storage Areas (ASAs) to oust Gadhafi, which resulted in some cases in partial destruction and the ‘kicking out’ of Unexploded Ordnances (UXO). The recent contamination adds to the Gadhafi-era minefields around some ASAs and along the border with Chad, and to the extensive minefields from WWII, all of which impose great risks to human safety and security of the local communities.
Responsibilities
The Safety Officer will be responsible for advising and assisting the Safety Officer the Country Staff to develop and implement the DRC Safety Risk Management (SRM) system for both DRC and DDG programs. The Safety Officer will report to the Tripoli Logistics Officer
Duties and responsibilities:
• Facilitate country-level Risk Assessments (RAs) and support the implementation of mitigation measures.
• Manage the Safety Level System (SLS) for the country, including approving Safety Levels and ensuring programs submit accurate and timely SLS assessments
• Assist in the development of contextualized risk management policies, protocols and procedures
• Facilitate program access and continuity through the provision of informed advice.
• Manage safety related information and provide regular analysis and reporting through country situation reports and advisories
• Maintain relevant safety documentation, data and records (training register, incident tracking, etc)
• Develop, support and facilitate/deliver safety-related training in conjunction with country-based safety staff.
• Mentor and provide technical supervision to DRC and DDG SFPs and other staff with safety management responsibilities
• Carry out quality control and compliance audits of safety-related policies, protocols, procedures and regulations, including MOSS audits
• Act as the focal point for the procurement of safety-related equipment, facilities and other resources
• Security reporting. Develop an integrated country safety report on a monthly basis
• Any other duties as directed by the Safety Advisor
Essential qualifications
• At least 3 years’ experience in a similar position in Libya.
• Strong analytical and communication skills, with excellent written and spoken English
• Fluency in written and spoken Arabic.

• Diplomatic, patient and persistent.
• Experience of proactively identifying and addressing issues
