Adviser and Head of Climate Finance and Small States Section

This senior vacancy offers the opportunity to pioneer the Secretariat’s innovative work concerning two areas within the Commonwealth: climate finance; and the development of small states. You will lead, shape and manage the Commonwealth’s research and advocacy, and be responsible for delivering high-profile Commonwealth dialogues on these issues.
Joining the Management Team of the Division, you will bring expertise in international development and international finance and/or economics with a strong focus on the problems of small states, sustainable development and climate finance. Not only will you spearhead our policy and programme work in climate finance and small states, you will build and promote consensus within the Commonwealth on related issues in order to influence international policies, mechanisms and rules. Further, you will identify and develop innovative strategies for our work programme to reflect the ever-changing global landscape in these areas.
You will have at least 15 years’ experience in economic analysis and policy formulation in areas related to resilience building in small states and/or climate finance, underpinned by a strong postgraduate degree in Economics, Sustainable Development, Climate Change and/or Climate Finance. A PhD in Economics or topic related to national planning in a small states and/or climate finance context is desirable.
Critical to the role will be your working knowledge of international financial institutions and multilateral mechanisms, as well as strong networks amongst small states, LDCs, African countries and the wider Commonwealth and the international development community. In addition, experience in developing and managing impactful international development work programmes, and of working at a policy level in an international organisation, will be highly regarded.
